We are  seeking a Systems Engineer with strong project management skills to provide engineering solutions and project management for data flows supporting tactical mission partners in support of the Data Transformation Solutions (DTS) TTO. The successful candidate will be able to elicit and refine requirements, schedule work breakdown to deliverables, document artifacts, and provide roadmaps and schedules for implementing end-to-end data flows, including transformation into a standard data model. The individual will form good customer relationships and reach out to external customers for requirements and understanding of the data and the data needs of the users. They will have a good understanding of the customer data flow architecture. They will work as a key contributor in an agile development environment.

Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288: 

•Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal;

•Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement; 

•Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management; 

•Agreement Process Area - Acquisition and Supply. 

 
**This position requires PRIVAC. Candidate must have a current (within 7 years) poly and/or currently possess the minimum level of PRIVAC required for this role (NSYS). 
 
***This position is eligible for a $5k bonus! (Includes 20% SEP IRA contribution)***

Required Qualifications
  • TS/SCI with agency appropriate poly
  • A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus fifteen (15) years of systems engineering experience.

  • A High School Diploma or GED plus nineteen (19) years of general system engineering experience. 

OR

  • A Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience. 

OR

  • A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience.  

Required Technical Skills
  • Ability to form good relationships with customers and mission partners
  • Reach out to external customers for requirements and understanding of the data and the data needs of the users
  • Ability to critically think through complex data flow problems, break down effort into manageable tasks, and create/maintain scope out of sometimes vague customer requirements.
  • Good working skills with Atlassian products such as Confluence and Jira
  • Good understanding of data processing capabilities
  • Understands system-to-system connections for data flow processes
  • Basic understanding of NiFi, should understand flow file attributes or be able to learn it quickly
  • Understanding of SIGINT collection and analysis
  • Experience with Military Cryptologic Offices, Tactical Collection Capabilities, Military SIGINT architectures and related data flows.
