Job description

Summary
CTC Group is seeking System Engineers for a contingent program to perform systems engineering functions, including defining and documenting concept of operations, operational/system requirements, and use cases to support system development.
Locations: Annapolis Junction / Ft. Meade
Responsibilities
  • Perform high-level system design by developing and documenting system requirements, specifications, and design plans in collaboration with stakeholders to address mission gaps and challenges.
  • Develop, define, and document operational and support concepts to guide future system/software requirements and specifications.
  • Perform functional analysis, including decomposition of requirements into lower-level functions, allocation of performance/interface requirements, and integration of functional architectures.
  • Provide engineering support during system integration and testing to verify availability, quality, and conformance to supportability requirements in alignment with NSA Test & Evaluation standards.
  • Prepare test plans, procedures, and reports; analyze results and capture requirements in test documentation for government approval.
  • Review and evaluate technical standards, identifying inconsistencies or gaps; recommend improvements and develop or update standards as required.
  • Implement systematic processes across software development and process engineering, including configuration management, quality assurance, risk management, and project tracking.
  • Develop detailed design documentation such as Concepts of Operations (CONOPs), Interface Control Documents (ICDs), data-flow diagrams, and component-level system design diagrams.
  • Provide services to support integration and installation of project equipment, ensuring seamless deployment.
  • Coordinate improvements and transfer of new processes and practices to stakeholders through facilitation, training, and knowledge transfer.
  • Develop system requirements for data monitoring and management, researching existing solutions and conducting feasibility studies based on stakeholder needs.

Level 0 Qualifications
  • A Bachelor's degree in a qualified Engineering Field or a related discipline from an accredited college or university plus one (1) years of systems engineering experience.

Level 1 Qualifications
  • A Bachelor's degree in a qualified Engineering Field or a related discipline from an accredited college or university plus three (3) years of systems engineering experience.
  • OR: A Master's degree in a qualified Engineering Field or a related discipline from an accredited college or university plus one (1) years of systems engineering experience.

Level 2 Qualifications
  • A Bachelor's degree in a qualified Engineering Field or a related discipline from an accredited college or university plus seven (7) years of systems engineering experience.
  • OR: A Master's degree in a qualified Engineering Field or a related discipline from an accredited college or university plus five (5) years of systems engineering experience.
  • OR: A PhD in a qualified Engineering Field or a related discipline from an accredited college or university plus three (3) years of systems engineering experience.

Level 3 Qualifications
  • A Bachelor's degree in a qualified Engineering Field or a related discipline from an accredited college or university plus ten (10) years of systems engineering experience.
  • OR: A Master's degree in a qualified Engineering Field or a related discipline from an accredited college or university plus eight (8) years of systems engineering experience.

Pay Information
The final salary may be influenced by various factors, such as location, labor categories, experience, education, and/or certifications. CTC also provides a variety of benefits as well as opportunities for continuous education and development.
The estimated salary range for this position is $125,000 - $190,000.
