Responsibilities
 
What You'll Do: 
  • Leads the development and implementation of traffic engineering and transportation planning strategies for a multimodal network, including pedestrian, bicycle, micromobility, traffic, freight, and emerging mobility technologies.
  • Advises City colleagues, executive management, and elected leaders on transportation policy, infrastructure investments, and long-range transportation planning, while providing technical expertise and support.
  • Fosters and maintains cross-departmental and cross-sector partnerships to ensure effective coordination with stakeholders and project delivery.
  • Champions a culture of safety, innovation, and collaboration across City departments and regional partners.
  • Implements and advances policies supporting Kansas City's Vision Zero program, ensuring data-driven, equitable, and measurable progress toward eliminating traffic fatalities and serious injuries.
  • Leads updates to the Traffic Engineering and Operations Manual (TEOM), manages the approval process, and oversees implementation of adopted standards and practices.
  • Provides leadership, direction, and strategic guidance to the Traffic Engineering and Transportation Planning Division.
  • Defines, develops, and maintains traffic engineering standards, criteria, policies, and procedures.
  • Oversees the planning, design, and implementation of traffic engineering and transportation projects that promote safe, efficient, and sustainable mobility.
  • Reviews and evaluates plans, specifications, and studies prepared by staff and consulting engineers to ensure compliance with City, state, and federal requirements, regulations, and codes.
  • Leads traffic engineering, traffic calming, and multimodal transportation initiatives in collaboration with Public Works divisions, Planning, Public Safety, and external agency partners.
  • Manages the Division's review, analysis, and recommendations for public and private development proposals through Planning Department review processes, including the Development Review Committee (DRC) and City Planning Commission (CPC).
  • Negotiates with developers to secure appropriate transportation and infrastructure improvements and represents the City and Traffic Division during development review proceedings.
  • Establishes, monitors, and reports team performance metrics and public-facing dashboards for Traffic Engineering, Transportation Planning, and multimodal transportation initiatives.
  • Ensures team functions effectively support the management and maintenance of City transportation assets, including signs, signals, pavement markings, and related infrastructure.
  • Ensures compliance with federal, state, and local regulations while pursuing grant opportunities and alternative funding sources.
  • Builds and maintains strong relationships with residents, advocacy organizations, business leaders, transportation agencies, and community stakeholders.
  • Leads public outreach and engagement efforts to communicate transportation goals, project impacts, safety initiatives, and infrastructure investments.
  • Represents Kansas City at regional, state, and national forums focused on traffic engineering, transportation innovation, policy development, and best practices.
  • Leads, manages, and coordinates multidisciplinary teams of planners, engineers, analysts, and program managers to achieve organizational objectives.
  • Ensures staff have the resources, training, and support necessary to meet performance goals and project deliverables.
  • Recruits, hires, develops, mentors, and evaluates staff, including Section Managers and other team members as needed.
  • Manages division budgets, contracts, consultant services, and resource allocation for traffic engineering and transportation programs.
  • Fosters a diverse, inclusive, collaborative, and high-performing team culture.
  • Supervises and ensures the performance and professional development of approximately eight to ten full-time staff, including engineers, planners, and project managers.
Qualifications
 
REQUIRES 
  • 6 years of progressively responsible experience as a Registered Engineer. 
  • Must be registered as a professional architect/engineer with the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects within 6 months of hire. 
  • Must pass a pre-employment drug screen as prescribed by the City.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
