Job description

Job Responsibilities The Upstate Regional Production Group is seeking to fill two Program Manager positions. Each position reports to an Engineering Manager I and is responsible for assisting with the management and delivery of major transportation programs consisting of multiple projects. Both positions will support regional transportation programs, Transportation Alternatives Program (TAP) projects, and other assigned projects.

Project Development: Assists with the development and management of projects and programs within the RPG, including assisting with STIP processes, project scoping meetings, preparation of P2S requests, coordination and support of environmental processes, coordination of design and plan development, right-of-way acquisition support, development and implementation of public involvement processes, and construction support. Funding: Assists in monitoring project and program funding, budgets, and expenditures to ensure compliance with budget and funding requirements. Develops and implements strategies to contain costs for projects and programs.

Utilizes P2S to make necessary funding adjustments. Scheduling: Assists with project scheduling and ensures compliance with schedules to deliver projects and programs in a timely manner. Provides monthly status reports and updates on projects and programs as required, including updating data management and reporting systems.

Contract Management: Assists in the development of consultant contracts, including developing scopes of work and fee estimates. Also assists in the execution of participation agreements, intergovernmental agreements, and other project-related documents. Public Involvement: Assists in coordinating and conducting public meetings as required.

Develops and implements public involvement plans for projects. Represents SCDOT through presentations to MPOs, CTCs, local governments, civic groups, elected officials, and other stakeholders as needed. Communicates effectively with MPO staff, CTC officials, elected and public officials, and the media regarding projects and programs.

Works with members of the public to explain project development and design issues as requested. Communication: Prepares correspondence and CTS responses to written and verbal communications related to assigned programs, projects, or geographic areas. Prepares project and award notifications for CTCs and other project stakeholders.

Other: Performs other related duties as assigned. Minimum and Additional Requirements A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling.

Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
