Position Description

Position Summary


New River Electrical is seeking an experienced and highly motivated Manager, Substation Engineering to lead the development of the company's substation engineering organization in support of EPC projects within the energy delivery and electrical construction industry.


This position will play a critical leadership role in a phased strategy to establish and grow New River Electrical's internal engineering capabilities. Initially, the Manager will lead an Owner's Engineer model, providing technical oversight and coordination of external engineering partners while establishing engineering standards, processes, quality programs, and organizational structure. As the department grows, this leader will recruit, develop, and mentor engineers, designers, and technical specialists to progressively expand internal capabilities. Ultimately, the Manager will help build a fully functional in-house substation engineering organization capable of delivering engineering and design services across the project lifecycle.


The Manager, Substation Engineering will provide technical leadership for medium, high, and extra-high voltage substation projects while ensuring engineering deliverables meet safety, quality, schedule, and budget objectives. This role will work closely with Construction, Project Management, Procurement, and Executive Leadership to align engineering activities with business objectives and project requirements. This role reports to the Director of Engineering Services.


A key measure of success for this position will be the ability to build a high-performing engineering team, create a culture of technical excellence and continuous learning, and establish scalable engineering capabilities that support the company's long-term growth strategy.


Duties/Responsibilities


Leadership and Talent Development

  1. Lead the phased development of NRE's internal substation engineering organization, transitioning from an Owner's Engineer model to an engineering services team.
  2. Identify capability gaps and implement strategies to develop internal expertise in critical engineering disciplines, including physical substation design, P&C, SCADA, and commissioning support.
  3. Provide leadership to ensure project deliverables meet safety, quality, schedule and budget requirements.
  4. Recruit, onboard, mentor, and retain engineers, designers, and drafters to support the long-term vision of a fully integrated engineering organization.
  5. Establish technical training programs, engineering development pathways, and mentorship opportunities to accelerate capability growth and knowledge transfer.
  6. Build a culture of accountability, continuous improvement, technical excellence, and professional development.


Engineering and Project Execution

  1. Initially serve as the primary engineering representative responsible for managing, coordinating, and reviewing the work of external engineering consultants and design partners.
  2. Establish engineering standards, design criteria, quality requirements, and review processes that will support the eventual transition to increased self-perform engineering execution.
  3. Develop and execute plans for transferring engineering knowledge, standards, templates, and best practices from external resources to internal staff.
  4. Evaluate opportunities to bring engineering functions in-house based on organizational maturity, workload, technical capability, and business objectives.


Business Support

  1. Collaborate with Engineering Services leadership to define and execute the roadmap for building a fully functional substation engineering practice.
  2. Develop staffing plans, capability assessments, and organizational growth strategies to support the transition from outsourced engineering management to self-perform engineering services.
  3. Establish performance metrics that measure progress toward internal capability development, quality improvement, resource utilization, and engineering execution maturity.

Position Requirements

Qualifications

  1. Bachelor’s degree in Electrical Engineering or a related technical discipline; professional engineering license preferred.
  2. Minimum 10 years of related work experience in engineering design and/or technical leadership within the energy delivery/electric utility industry or related industry.
  3. Proven track record of managing P&L and delivering results in a complex, multi-disciplinary environment. Ability to collaborate across the organization and function effectively in a matrix structure.
  4. Experience in electric utility substation and/or overhead T&D design (12kV through 765kV) and IEEE/ANSI standards preferred.
  5. Strong knowledge of quality standards, regulatory compliance, and engineering design principles.
  6. Exceptional leadership, communication, and stakeholder management skills.
  7. Ability to develop and implement strategic initiatives while managing day-to-day operational priorities in a fast-paced environment.
  8. Exhibit the highest level of business ethics and consistently adhere to and promote NRE’s values and beliefs.


Travel

Travel for this position is required and will consist of overnight stays, anticipated 10%
