Job description

Job Summary
General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.
This position is responsible for developing subcontract specifications, work statements, and terms and
conditions for the procurement of specialized materials, equipment, and services under a government or
commercial contract(s).
Prepares bid packages, conducts bidder conferences, analyzes and evaluates proposals, negotiates
subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting
subcontracts.
Negotiates and coordinates additions, deletions, or modifications to subcontracts.
Participates with the contract administration and purchasing departments to develop subcontract policies and
procedures.
Ensures subcontracts are in compliance with applicable laws and regulations, identifies and advises
management regarding subcontracts risks, and coordinates internal and external audits.
Objectives may be accomplished through subordinate management and/or professional staff.
May be responsible for decisions that have a serious impact on outcomes within the department or across the
company.
DUTIES AND RESPONSIBILITIES:
  • Provide advice and guidance to management and program managers on procurement issues relating to government and commercial subcontracts.
  • Interpret and execute subcontract policies and procedures to ensure efficiency and compliance with appropriate laws and regulations while meeting company objectives.
  • Recommend modifications to operating policies as needed.
  • Coordinate work assignments, review work and provide direction to staff while ensuring subcontracts processes meet assigned timelines.
  • Review confidentiality agreements, license agreements and other documentation for conformance to business objectives, company policies, economic conditions, and for compliance to laws and government regulations.
  • Influence subcontracts portion of proposal preparation.
  • Perform a review and evaluation of RFP/RFQs, source selection decisions, price analyses and other subcontract documentation.
  • Identify and manage subcontract issues and develop solutions to resolve complex problems.
  • Act as primary contact for subcontracts activities and issues.
  • May represent the company with subcontractors and suppliers, potential subcontractors and suppliers, and government representatives.
  • Manage and actively participate in the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required professional talent.
  • Maintain the strict confidentiality of sensitive information.
  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the company.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
  • Additional Functions Other duties as assigned or required.

Desired:
  • Experience in procuring high dollar/complex Aircraft LRUs and Ground Systems in a USG and FMS environment desired
  • Must be USG clearable
  • Experience in management of direct reports to be evidenced on resume

Job Qualifications
  • Typically requires a Bachelors degree in business, law, or a related field and eleven or more years of progressively complex experience in contracts. May substitute equivalent experience in lieu of education.
  • Demonstrates detailed and extensive technical expertise and application of government/commercial contract/subcontract administration principles, concepts, and practices as well as comprehensive contract/subcontract management and leadership skills.
  • Must have a thorough understanding of applicable laws and regulations including Federal Acquisition
  • Regulations (FAR), FAR supplements and the Uniform Commercial Code (UCC).
  • Must possess the ability to resolve complex management and technical problems while serving as spokesperson on assigned projects and/or programs.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
  • Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
