Job Summary

This position is responsible for moderately complex to complex subcontract  development and/or administration in support of proposal and/or project requirements within the Subcontracts Group. May be responsible for administering Subcontracts Field Management process.  

Key Responsibilities

General:

  • Assigned moderately complex to complex subcontracts.
  • Files appropriate record documents and follows filing rules.  
  • Proficient in the basic functions of the applicable software.  
  • Trains others concerning the subcontracts processes.
  • Provides input to portions of new and/or revised procedures or documents.

Subcontract Development Responsibilites (if assigned):

  • Responsible for soliciting budgetary pricing for subcontracts to support estimating/proposal efforts for major project(s). May also lead and coordinate the entire budgetary pricing effort on a major project(s).
  • Prepares subcontract documents and bidders lists. 
  • Prepares, issues and manages the bidding process.
  • Leads and manages the bid evaluation process through the distribution of proposals, preparation of the commercial portion of the bid tabulation, and collaboration with the technical team regarding the technical evaluation. Makes recommendations for selected bidder(s) and for award.
  • Leads, schedules, coordinates and manages the negotiation process. Able to resolve complex commercial terms and conditions exceptions. 
  • Manages the award and conforming process. 
  • Ensures subcontractor compliance with Prequalification requirements (safety, financial, construction, quality)
  • Understands the Owner's contract and may be responsible for the incorporation of appropriate scope-specific flowdowns into Subcontracts under oversight.  

Subcontract Administration Responsibilities (if assigned):

  • Run kick off and meetings; draft/issue meeting minutes for assigned subcontracts
  • Draft/log formal correspondence for assigned subcontractors
  • Perform change management duties for assigned subcontracts
  • Review and process invoices for assigned subcontracts
  • Closeout assigned subcontracts
  • Participates in the resolution of backcharges, claim and liquidated damages with assigned subcontractors; assists other team members with the same, as needed.
Management Responsibilities
Acts in capacity of a "lead person." Does not have management responsibility for the people to whom they provide work direction.
Minimum Qualifications

All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Qualifications

High school diploma preferred. BA or BS degree in Construction Management, Engineering, Purchasing, Business, Technical or related field preferred. Relevant experience may be substituted for a degree. Four (4) years of relevant industry experience preferred or proven ability to perform at the capacity identified herein.
