About the Position

HRV Conformance Verification Associates, Inc. is seeking a motivated and detail-oriented Project Manager - Structural Steel Division to join our growing team. This position is responsible for managing structural steel inspection and quality assurance projects supporting bridges, transportation infrastructure, fabrication shops, and heavy civil construction throughout Pennsylvania and surrounding states.

The successful candidate will oversee projects from kickoff through closeout while coordinating field personnel, managing client relationships, supporting project budgets and schedules, and ensuring projects are completed safely, on time, and in compliance with applicable codes, specifications, and client requirements. Occasional overnight travel may be required to support projects outside the local area; however, travel is typically limited to short assignments lasting only a few days at a time.

Primary Responsibilities Project Management & Client Relations (60%)
  • Manage structural steel inspection and QA/QC projects from project kickoff through closeout
  • Coordinate project schedules, staffing, budgets, and resource allocation
  • Serve as the primary point of contact for clients, contractors, and project stakeholders
  • Coordinate field personnel including Certified Welding Inspectors (CWI), NDT technicians, coatings inspectors, and other inspection staff
  • Monitor project performance to ensure quality, schedule, and budget objectives are achieved
  • Review inspection reports, technical documentation, and project deliverables for accuracy and completeness
  • Ensure compliance with AWS, AASHTO, ASTM, DOT, and client-specific requirements
  • Support PennDOT ECMS documentation, reporting, and project tracking
  • Identify project risks and implement effective solutions
  • Participate in project meetings, planning sessions, and progress reviews
  • Support proposal development, estimating, and business development activities
  • Build and maintain strong client relationships while identifying opportunities for future work
Project Administration & Business Operations (20%)
  • Prepare project status reports and communicate project updates to senior leadership
  • Review project financial performance, budgets, invoicing, and project profitability
  • Support contract administration and project documentation
  • Coordinate internal resources to ensure timely project execution
  • Mentor and support technical inspection personnel
  • Assist with continuous improvement initiatives and departmental objectives
Field Support & Quality Oversight (20%)
  • Visit active project sites to support field personnel, clients, and project execution
  • Observe inspection activities to ensure compliance with project specifications, applicable codes, and company quality standards
  • Assist with resolving field issues, technical questions, and project challenges
  • Support project kickoffs, client meetings, and critical inspections as needed
  • Maintain a visible presence in the field to strengthen client relationships and support inspection teams
Minimum Qualifications
  • AWS Certified Welding Inspector (CWI)
  • Minimum of 2ย years of project management, project coordination, construction management, structural steel, QA/QC, or related experience
  • Knowledge of AWS D1.1, AWS D1.5, ASTM, AASHTO, and applicable DOT specifications
  • Strong understanding of structural steel fabrication, construction, or inspection practices
  • Experience coordinating multiple projects, clients, and field personnel
  • Ability to read and interpret construction drawings, specifications, and contract documents
  • Strong leadership, organizational, and communication skills
  • Valid driver's license with an acceptable driving record
  • Ability to travel occasionally as project needs require
Preferred Qualifications
  • Bachelor's Degree in Civil Engineering, Mechanical Engineering, Structural Engineering, Construction Management, or a related field (preferred)
  • AMPP/NACE CIP Level 2 or Level 3 Certification (preferred)
  • Experience managing bridge, structural steel, or transportation infrastructure projects
  • Experience working with PennDOT, state DOTs, or other government agencies
  • Knowledge of NDT methods including UT, MT, and PT
  • Experience preparing project budgets, schedules, and client reports
  • Ability to build positive working relationships with clients, contractors, and project teams
