Description Serves as the Engineering Field Technician, performing reviews of sewer and water lines to identify leaks and other problems. Performs daily line locations and markings in response to Indiana Underground Requests. Duties This job description is illustrative only and is not a comprehensive listing of all job functions performed.
The following are essential duties for this position, performed with or without reasonable accommodation: Primary Performs daily inspection of the gas detection calibration equipment; included tasks are changing gas cylinders, calibrating gas detectors, and troubleshooting calibration equipment at Utility locations. Performs on-site inspections of new and existing sewer lines with sewer video inspection equipment, properly places equipment in manhole and video tapes condition of sewer lines, marks troubles spots on GIS map and submits report to Utilities Engineering and/or Transmission and Distribution (T&D) Department. Performs sewer smoke tests as needed, which includes Public Service Announcements, Fire Department notification and coordination, and notices to the public on affected areas of work.
Regularly checks television truck and equipment to ensure proper mechanical functioning and performs maintenance and/or repairs to inspection equipment. Receives and prioritizes daily line location and/or inspection requests for water and sewer mains, and schedules work accordingly. Reports public health concerns to the proper authorities such as the Board of Health, Fire Department, Indiana Gas, and the Environmental Projects Coordinator.
Reports discrepancies to the G.I.S. Coordinator concerning the locations of water and sewer mains determined from field work relative to their location on G.I.S. Reports field observations to the appropriate departments, conflicts of water and sewer mains with other underground utilities, initiates reports concerning underground utility placement and illegal water and sewer usage
Initiates work orders for problems that have been identified within sewer and water pipe. Periodically performs reviews of work orders to ensure satisfactory elimination of problems. Performs on-site inspections of water and sewer lines concerning leaks and back-ups from citizen complaints/information and takes appropriate action.
Performs periodic leak survey of the City of Bloomington water lines. Maintains and updates records concerning gas detector history and service repairs. Maintains daily log of areas inspected and computer file.
Maintains collection of video recordings of pipelines. Secondary Performs training sessions for CBU personnel on proper gas detection use and proper calibration techniques. Ensures proper placement of warning, detour, and related signs during inspection operations.
Directs work crews for correcting problems within sewer lines, as needed. Periodically performs duties of the Utilities Inspectors as needed. Takes all reasonable steps to maintain a safe work environment.
Performs related duties as assigned. Job Requirements High school education or GED, plus up to 18 months of additional training, or equivalent knowledge, skills, and abilities to perform the essential duties of the position. Experience equivalent to at least one year in water and sewer construction, including materials, sizing, and common operational issues.
Knowledge of sewer and water construction, including materials, sizing, and normal problems that develop. Knowledge of all aspects of confined space entry, including OSHA rules and regulations, fall protection, gas detection, ventilation techniques, Lower Explosive Limits (LEL), Upper Explosive Limits (UEL), short-term exposure limits (STEL) to toxic atmospheres, time weighted averages (TWA) to toxic atmospheres, alarm set points, hazardous atmospheres, and specific characteristics of gases. Knowledge of and ability to use TV sewer inspections equipment, radio detection equipment, metal detectors, line locators, sewer flow monitors, smoke test equipment, and gas detectors.
Ability to trouble-shoot equipment and sewer and water lines for problems. Ability to read and interpret detailed maps. General knowledge of computer operations and programs, and familiarity with the operation of GIS computer systems.
Valid Indiana Driver's License. Difficulty of Work and Personal Work Relationship Difficulty of Work Performs most duties outdoors and is exposed to a variety of weather conditions and environments including confined workspaces. Periodically required to work at night for leak detection.
Personal Work Relationships Frequent contact is maintained with T&D and Engineering personnel, and with the general public, for purposes of location requests, trouble reports, the use of smoke and leak detection equipment, and conveying information regarding leaks and other difficulties in sewer and water lines. Regularly deals with cleaning and repair crews to assist in locating problem areas and ensure the appropriate response has been taken to alleviate problems.
