Job description
The primary purpose of this position is: To serve as the Principal Intelligence Analyst (PIA), providing professional and scientific expertise in performance of work requiring knowledge and application of engineering, mathematics, statistical analysis, and modeling/simulation.Qualifications:This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENTS:
ELECTRICAL ENGINEERING SERIES (0850), COMPUTER ENGINEERING SERIES (0854), or ELECTRONICS ENGINEERING SERIES (0855).
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. COMPUTER SCIENCE SERIES (1550)
A. Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge of advanced multidisciplinary engineering and computer science concepts, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures. Requires strong technical competence, judgment, leadership, and resourcefulness to conceive and guide the successful conduct and reporting of projects in the mission area. Knowledge with software reverse engineering tools and practices or technical experience which can serve as suitable prerequisite for the development of software reverse engineering skills while possessing an academic degree. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of a broad range of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures.
2. Knowledge with software reverse engineering tools and practices or technical experience which can serve as suitable prerequisite for the development of software reverse engineering skills while possessing an academic degree.
3. Knowledge and understanding of Computer Network Attack (CNA), Computer Network Defense (CND), Computer Network Exploitation (CNE), and Information Assurance principles, policies, and practices; Academic background or technical experience providing an understanding of information systems practices and procedures, particularly the relationship between technology (Internet, computer network communication protocols and hardware, computer architecture, to include hardware and operating systems, computer work processes, operational practices, and information system protections) and information consumption, in order to understand and analyze potential vulnerabilities and attack vectors into foreign threat systems.
4. Knowledge and understanding of agency, AF, DoW, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s); knowledge of the functions and missions of the United States IC and DoW.
5. Skill, judgment, resourcefulness, and originality in applying technical and analytical principles as well as evaluative techniques to identify, investigate, and resolve complex issues or problems; skills acquired through academic training and/or field or job experience to evaluate foreign threat system software for processing weaknesses and associated access vectors required to access the weakness, and to produce technical intelligence assessments on the results of that analysis.
6. Ability to analyze problems, to identify significant factors, gathering pertinent data, and recognize solutions; communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings which are appropriate for the intended audience, and to maintain good working relationships; ability to foresee the impact of changing technology.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2016, current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position.
