Make an impact that insures Maryland's future! \r\n\r\nThe Insurance Division of the Maryland State\r\nTreasurer's Office is statutorily\r\nresponsible for administering the State's Insurance Program in accordance\r\nwith State Government and State Finance & Procurement law. The Program is comprised of both commercial and\r\nself-insurance. Commercial insurance policies are procured to cover\r\ncatastrophic property and liability losses, and other obligations derived from\r\nState contracts, statutes and regulations. Among the several exposures covered\r\nby commercial policies are State maintained toll bridges and tunnels, rail\r\noperations, assorted professional liability exposures and student athlete\r\naccidents. The State also self-insures a significant portion of its exposures\r\nand maintains the State Insurance Trust Fund to pay claims and the costs\r\nassociated with handling those claims. Self-insurance coverage includes\r\nState-owned real and personal property, vehicles, and liability claims covered\r\nunder the Maryland Tort Claims Act.\r\n\r\nThe Division is made up of four units:Underwriting,\r\nLoss\r\nPrevention, Claims & Tort Litigation, and Workers Compensation Contract\r\nManagement. The Division's goal is to provide statewide risk management through\r\nloss protection (Underwriting), loss control (Loss Prevention), loss\r\nrestoration (Claims & Tort Litigation), and contract administration and\r\nadvocacy for State employee injury coverage (Workers' Compensation). Operating under directives unlike those of\r\nprivate sector & for-profit insurance companies, the State Insurance\r\nProgram's purpose is to achieve the utmost public good for the State and its\r\ncitizens. \r\n

Main Purpose of Job

This position serves as the Director of the State's Insurance Program in the Insurance Division of the Office of the State Treasurer, and reports to the Chief Deputy Treasurer. The Director's role is to unequivocally support the vision and goals of the Chief Deputy Treasurer and Treasurer in carrying out the Division's mission: to act as a steward for the State Insurance Trust Fund, to procure all of the State's 55+ commercial insurance programs in order to protect the Trust Fund from catastrophic loss, to ensure compliance with State laws and regulations, to provide oversight on loss control and litigation, and to ensure proper oversight of the Division's Claims Unit matters. The Director provides hands-on leadership, support and coverage for all staff and oversees all activities of the Division. As a government entity and Constitutional office, regular statistical tracking and reporting is a necessity to manage the effective operations of the division.\r\n\r\n\r\n\r\nThis position is a full-time State Government\r\nemployee. This Executive Service position is at-will and serves at the pleasure\r\nof the Maryland State Treasurer. The scope of this position is broad, dynamic\r\nand diverse. Along with managing the activities of the Insurance Division, the\r\nDirector oversees collaboration with key personnel at all State agencies to develop\r\nand implement strategic plans for effective insurance management. The Director\r\nworks closely with the Office of the Attorney General and agency Assistant\r\nAttorneys General for litigated tort claims at respective agencies, serves as a\r\nsubject matter expert on the Insurance Review Committee, and controls\r\nsettlement authority on behalf of the Treasurer. As the State's lead authority\r\nfor Insurance matters, the Director is responsible for developing policy related\r\nto the State's Insurance Program, drafting Statewide regulations to support\r\npolicy, recommending and drafting statutory changes, and preparing and\r\ndelivering testimony before the General Assembly.\r\n\r\nThe\r\nideal candidate\r\nmust be well versed in all areas of insurance, demonstrate professional tact\r\nand judgement, and be willing to fully engage in all aspects of insurance\r\nadministration. DESIRED OR PREFERRED QUALIFICATIONS

Preferred\r\nQualifications:\r\n\r\n\r\n Possession of a Bachelor's Degree from an accredited four-year\r\n college or university\r\n Minimum of 5 years of experience in management, preferably in\r\n governmental operations and/or commercial insurance\r\n Demonstrated understanding of self-insurance, claims processing,\r\n and litigation\r\n Knowledge of State Government\r\n Knowledge of the Maryland Tort Claims Act\r\n Experience researching, interpreting,\r\n applying and/or auditing laws, regulations, guidelines or other technical\r\n specifications.\r\n AIC, CPCU, ARM, AU or other insurance industry\r\n designation or related course work\r\n Proven ability to manage varying priorities for\r\n multiple units, and to produce deliverables for self and staff by\r\n established deadlines\r\n Working knowledge of public entity procurement\r\n processes\r\n Experience working with commercial insurance\r\n brokers\r\n Experience working with and presenting to\r\n high-level executives and stakeholders\r\n Experience in diagnosing insurance\r\n issues and orchestrating resolutions\r\n Advanced communication skills, both in\r\n person and in writing\r\n Advanced level experience with Microsoft\r\n 365 products.\r\n\r\n
