Description
General Purpose: Under close supervision, processes and reconciles payroll for the Library adhering to established time constraints and maintains employee records including attendance, verification, medical, and personnel.
Supervison Received/Exercised: Works under the close supervision of the library - Payroll Specialist, Senior; and does not exercise supervisory responsibility.
Examples of Duties
Primary Duties & Responsibilities:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
โ€ข Processes payroll for the Library; collects, verifies and inputs timekeeping records; verifies a variety of leave balances adhering to compliance with established Library policy and federal and state laws; corrects processing errors prior to payroll production; updates associated records and files; submits check advance requests for employee who have requested advance pay or if mistake in payroll has caused a shortage in employees pay; responds to questions from employees with discrepancies with pay or time taken on payroll; and updates employee information changes; and receives direct deposit requests and processes.
โ€ข Process weekly, bi-weekly, semi-monthly, or monthly payroll accurately and on schedule. Review and audit payroll transactions including, new hires, promotions, transfers, salary adjustments, overtime shift differentials, leave without pay, terminations.
โ€ข Maintain employee payroll records and ensure data accuracy. Reconcile payroll reports and resolve discrepancies. Process garnishments, child support, tax levies, and wage assignments. Calculate retroactive pay, bonus incentives, and special payroll adjustments. Coordinate payroll with Finance to ensure proper accounting and reporting. Prepare payroll-related reports for management and auditors. Ensure compliance with wage and hours laws, tax regulations, and reporting requirements. Manage year end payroll activities including W-2 processing.
โ€ข Prepare Sends out FMLA documents to employees who have requested forms and/or who have been off work for more than 3 days due to illness; ensures proper recording of FMLA information, dates, and due dates; sends designation notice to employee based on doctors information; sends memo to managers/directors updating on employee FMLA status; tracks intermittent leaves and documents when employee must update medical restrictions for files; sends out forms indicated requirements and due dates for employee update of their FMLA intermittent status.

โ€ข Provides support to the Payroll Specialist, Senior and Manager, Payroll/HRIS on matters as directed; participates on a variety of committees; prepares and presents reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Library policies and procedures, rules and regulations.

Minimum Qualifications:
Education and Experience:
Associate's Degree or Bachelor's Degree in Human Resources, Business Administration, Accounting, Public Administration or equivalent experience with 3 to 5 years of payroll or HR experience. Public sector or municipal payroll experience preferred. Processing payrolls, fringe benefits, and personnel transactions utilizing a computerized process; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
Must possess a valid State of Michigan Driver's License

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
โ€ข Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
โ€ข In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
