What are the key skills and qualifications needed to thrive as a State Engineer, and why are they important?

To thrive as a State Engineer, you need a strong background in civil or environmental engineering, typically supported by a Professional Engineer (PE) license and several years of relevant experience. Familiarity with GIS software, water resource management systems, and regulatory compliance tools is commonly required. Leadership, analytical thinking, and effective communication are essential soft skills for coordinating complex projects and engaging with diverse stakeholders. These skills and qualities ensure the successful oversight of public infrastructure, environmental protection, and regulatory adherence at the state level.

What does a State Engineer do?

A State Engineer is a government official responsible for overseeing water resources management, including the allocation and regulation of water rights within a state. They ensure that water use complies with state laws and policies, conduct hydrological studies, and may supervise dam and reservoir operations. State Engineers also issue permits, resolve disputes over water use, and help develop long-term water planning strategies. Their work plays a crucial role in balancing the needs of agriculture, industry, municipalities, and environmental protection.

What is the difference between State Engineer vs Civil Engineer?

AspectState EngineerCivil Engineer
Required CredentialsTypically requires a professional engineering license and state-specific certificationsRequires a bachelor's degree in civil engineering; licensure as a Professional Engineer (PE) often preferred
Work EnvironmentWorks primarily in government agencies, overseeing public infrastructure projectsWorks in consulting firms, construction sites, or government agencies on various infrastructure projects
Employer & Industry UsageGovernment agencies at state level, public infrastructure projectsPrivate firms, consulting companies, government agencies in construction and design

While both roles involve infrastructure and engineering expertise, a State Engineer typically works within government agencies managing public projects and requires specific state certifications. Civil Engineers have broader roles in designing and constructing infrastructure across various sectors, often with licensure as a Professional Engineer. The roles overlap in skills and credentials but differ mainly in scope and employment setting.

How does a State Engineer typically collaborate with government agencies and private stakeholders on large-scale infrastructure projects?

A State Engineer often serves as a key liaison between government agencies, private contractors, and the public on major infrastructure projects such as water resource management, transportation, and public works. Collaboration usually involves coordinating project planning, ensuring regulatory compliance, and facilitating communication among all parties to address technical, legal, and environmental concerns. State Engineers regularly attend interagency meetings, review project proposals, and provide expert guidance to ensure projects meet state standards and timelines. This collaborative environment helps ensure that infrastructure projects are completed efficiently, safely, and with stakeholder input.

Job Description:
We are looking for an experienced state estimation engineer to design, develop, and support the deployment of safety-critical navigation solutions for aerospace platforms. This role requires deep expertise in state estimation theory, extensive practical experience implementing ownship navigation systems in the aerospace domain, and strong software development skills for production-quality navigation code. The engineer will design and implement a unified navigation architecture that supports traditional GNSS/IMU fusion while being extensible to all-source navigation strategies incorporating diverse sensing modalities for GPS-degraded and denied environments.
What you'll do:
Navigation System Architecture & Design:
  • Establish navigation performance requirements and error budgets for safety-critical applicationsย
  • Support decomposition of navigation requirements into allocations for sensors, estimation algorithms, and software componentsย
  • Design detailed software architecture for state estimation implementations, including module interfaces and data flowย
Algorithm Development & Implementation:
  • Design and implement Extended Kalman Filter algorithms for navigation applications, with broad understanding of state estimation theory and alternative filtering approachesย
  • Implement tightly-coupled and loosely-coupled GNSS/INS integration algorithmsย
  • Integrate diverse sensing modalities (vision, RF, celestial etc.) into multi-sensor fusion framework for GPS-degraded environmentsย
  • Develop fault detection, isolation, and recovery (FDIR) strategies for navigation systemsย
  • Implement integrity monitoring and protection level calculations for safety-critical operationsย
Certification & Verification:
  • Develop verification and validation test plans for navigation algorithmsย
  • onduct performance analysis including Monte Carlo simulation, covariance analysis, and flight test data evaluationย
  • Document navigation system design, requirements allocation, and compliance evidenceย
  • Support safety assessment activities including failure modes and effects analysisย
Technical Leadership:
  • Provide technical guidance on navigation architecture and state estimation approachesย
  • Support trade studies evaluating navigation sensor suites and fusion strategiesย
  • Mentor junior engineers on state estimation theory and implementationย
Required qualifications:
  • MS or PhD in Computer Science, Software Engineering, Electrical Engineering, Aerospace Engineering, Mechanical Engineering, Applied Mathematics, or related fieldย
15+ years of experience developing state estimation algorithms for aerospace navigation applicationsย
  • Demonstrated experience implementing GNSS/INS integration solutionsย
  • Experience with safety-critical system development and certification processesย
  • Deep understanding of state estimation theoryย
  • Experience implementing multi-sensor fusion algorithms in production systemsย
  • Strong background in inertial navigation, GNSS positioning, and sensor error modelingย
  • Strong programming skills in C/C++ and Python/MATLAB for algorithm development and analysisย
  • Understanding of integrity monitoring, protection levels, and safety assessment methodsย
  • Experience with requirements management and verification/validation processes for certifiable systemsย
  • Understanding of GPS/GNSS signal structure, error sources, and performance characteristicsย
  • Knowledge of IMU error models, calibration, and Allan variance analysisย
  • Familiarity with alternative navigation sensors (camera, RF ranging, celestial, etc.)ย
  • Understanding of navigation performance metrics (accuracy, integrity, continuity, availability)
  • Must be eligible to obtain a clearance
  • Ability to obtain a S//SAR level security clearance desired.
Preferred qualifications:
  • PhD in relevant field with focus on state estimation or navigationย
  • Direct involvement in certified navigation system development from requirements through flight testย
  • Experience with specialized navigation approaches (vision-aided navigation, terrain-referenced navigation, celestial navigation, etc.)ย
  • Publications or patents in navigation or state estimationย
  • Experience with GPS/GNSS jamming and spoofing mitigation techniquesย
