RESPONSIBILITIES AND DUTIES:
The Fiscal Specialist performs operational purchasing, accounts payable, accounting and payroll functions
under the direction of the Lead Purchasing & Accounts Payable Specialist and the District Accountant and is
responsible for completing assigned tasks accurately and on time.
Purchasing and Accounts Payable:
? Coordinate procurement process from purchase request through ordering: obtain quotes, enter
requisitions, issue purchase orders, track order status, obtain receipt and invoice documentation,
route invoices and other documentation for approval, resolve issues and discrepancies related to
quotes, coding, and required documentation
? Maintain purchasing files, including purchase orders, invoices, receiving information, and bids
? Maintain vendor information in the District's financial management system ensuring accuracy and
completeness
? Assist in the following processes: payment processing, credit card statement reconciliations,
competitive bids, record maintenance and retention, and preparation for audits, state monitoring and
other compliance reviews
? Provide guidance to District employees and vendors while promoting compliance with purchasing
policies, procedures, and best practices and foster positive working relationships
? Maintain office supply inventory for the Business Department and Central Office and assist with other
operational duties as assigned
Accounting:
? Maintain budget tracking spreadsheets
? Prepare financial reports and other financial documentation
? Assist with account reconciliations and preparation, distribution and review of monthly expenditure
reports
? Assist with year-end financial processes, special accounting projects, and preparation for audits, state
monitoring and other compliance reviews
Employee Support:
? Provide basic front-line assistance to employees and applicants regarding purchasing, accounts
payable, budget and accounting information and processes
? Foster strong working relationships with internal departments, outside vendors, and other suppliers
? Assist employees in understanding and following purchasing policies and procedures
Additional Responsibilities:
? Serve as secondary back-up for receptionist and administrative duties as needed
? Identify opportunities to increase efficiency and accuracy
? Carry out all responsibilities in compliance with Lenoir City Board of Education policies and
procedures, Uniform Grant Guidance, the OMB 2 CFR 200, Tennessee Comptroller of the Treasury
requirements, and state and federal guidelines
? Assist the Chief Financial Officer with additional projects and departmental initiatives as needed

REQUIRED QUALIFICATIONS
? Eligible to work in the United States and pass a criminal history background check
? Associate's degree in Accounting, Business Administration, Finance or related field from an accredited
institution, or an equivalent combination of education and relevant experience
? Strong mathematical, analytical, and problem-solving skills
? Strong written and verbal communication skills
? Proficiency with Microsoft Office and the ability to learn financial software systems
? Strong analytical, organizational, and problem-solving skills
? Knowledge of and ability to interpret and apply federal and state employment laws, District policies,
and personnel procedures
? Ability to manage multiple priorities and work both independently and collaboratively
? Ability to maintain effective working relationships with employees and administrators
? Capable of performing physical duties, including lifting up to 50 pounds and tolerating extended
periods of sitting, standing, walking, and/or viewing computer screens
PREFERRED QUALIFICATIONS:
? Bachelor's degree in Accounting, Finance, Business Administration, or related field
? Five (5) or more years of purchasing or accounting experience in a public K-12 education environment
