Main Purpose of Job
\r\nReporting to the Chief of Police, this position serves as the Deputy Chief of the Maryland Capitol Police with the rank of Lieutenant Colonel. Job responsibilities will be diverse and challenging, requiring a combination of leadership, strategic thinking, and operational expertise. Working closely with the Chief, the Deputy Chief is required to ensure the effective management and enforcement of all laws and regulations related to criminal and traffic law, building security, infrastructure protection, the safety of the legislative general assembly, protection of the Maryland State Capitol, manage and monitor demonstrations and rallies on the capitol grounds and ensure resource management of the department.\r\n\r\n\r\nThe Deputy Chief will assist the Chief of Police in developing and implementing policies, procedures, and programs to safeguard and protect state-owned and leased facilities, reduce crime, and promote sustainable practices. They will also be responsible for the overall management of the department, directly supervising three (3) Bureau Chiefs and making executive-level decisions regarding the department's operational expenditures. Oversight of the day-to-day operations of the Maryland Capitol Police will include coordinating patrols, investigations, and enforcement actions. The incumbent will also collaborate with other law enforcement agencies, government agencies, and community stakeholders to address complex security issues and promote community service, public awareness, and engagement.\r\n\r\n\r\nThe Deputy Chief will have the opportunity to significantly impact the department and will be expected to establish and maintain effective working relationships, attend senior-level staff meetings, and coordinate with executives from the DGS Office of the Secretary, the Governor's Office, and other executive levels of State government. The Deputy Chief will be expected to lead by example, demonstrating integrity, professionalism, and a commitment to upholding the highest standards of ethical conduct. The incumbent will mentor and support staff members, foster a culture of teamwork and accountability, and ensure that resources are utilized efficiently and effectively to achieve the department's goals.\r\n\r\n\r\nWe seek a highly skilled and experienced leader to join our team as an executive management member in law enforcement. The ideal candidate will be a strategic thinker, visionary leader, and effective communicator with a proven track record of managing and overseeing law enforcement operations at an executive level.\r\n
POSITION DUTIES
\r\nResponsibilities\r\ninclude:\r\n\r\nDeveloping and\r\nimplementing strategic plans, policies, and procedures to ensure effective law\r\nenforcement operations, and providing leadership and guidance to department\r\nheads and staff members to achieve organizational goals and objectives.\r\n\r\nOverseeing the\r\nallocation of resources, budget management, and financial planning to support\r\nlaw enforcement activities.\r\n\r\nCollaborating with\r\nexternal stakeholders, government agencies, and community organizations to\r\nenhance public safety initiatives.\r\n\r\nMonitoring and\r\nevaluating a law enforcement department's performance, identifying areas for\r\nimprovement, and implementing corrective actions as needed.\r\n\r\nEnsuring compliance with\r\nlocal, state, and federal laws, rules, regulations, and standards within the\r\nlaw enforcement agency.\r\n\r\nRepresenting the agency\r\nat public events, meetings, and hearings to communicate critical messages and\r\nfoster positive community relations.\r\n\r\nStaying informed about\r\nemerging trends, technologies, and best practices in law enforcement to drive\r\ninnovation and continuous improvement.\r\n\r\nHandling sensitive and\r\ncritical situations with professionalism, integrity, confidentiality; and other\r\nduties as assigned.\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\nRequired & Preferred\r\nQualifications:\r\n-Bachelor's degree from\r\nan accredited college or university with major coursework in law enforcement,\r\ncriminal justice, criminology, or a related field in law enforcement, public\r\nadministration, or a related field of study is required.\r\n- Successfully completed\r\nCommand School (FBINA, SMIP, FBI LEEDA, Northwestern School of Police and\r\nCommand, etc.).\r\n- Ten (10) years of\r\nprofessional experience in law enforcement, with a minimum of five (5) years of\r\nsaid experience being at a command level of police captain or higher.\r\n- Demonstrated track\r\nrecord of effective leadership, innovation, and collaboration in a law\r\nenforcement agency, along with strong interpersonal, communication, and\r\nconflict resolution skills.\r\n- Ability to work\r\neffectively in a geographically diverse and multicultural community.\r\n- Must have a valid\r\ndriver's license, with a good driving record (driving record will be verified\r\nto confirm eligibility for hire, during the background check process).\r\n- Police Certification\r\nissued by the Maryland Police and Correctional Training Commission (MPCTC)\r\nwithin six months of employment is required.\r\n- Exceptional oral and\r\nwritten communication and interpersonal skills to interact with diverse\r\nstakeholders, including other law enforcement agencies, government officials,\r\nand the public.\r\n- Sound judgment and\r\ndecision-making abilities in high-pressure situations.\r\n- Ability to multitask\r\nand work independently in a fast-paced and high pressure and high demand\r\nenvironment.\r\n- Proficiency in using\r\ntechnology and law enforcement databases.\r\n- Familiarity with\r\nbudgeting, resource allocation, and strategic planning processes.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n
LIMITATIONS ON SELECTION
\r\n1. This position is only open to those who have successfully graduated from\r\na recognized police training academy or equivalent law enforcement training.\r\nProof of said education/training is required.\r\n2. A background check will need to be completed to be eligible for hire.\r\n\r\n\r\n
SPECIAL REQUIREMENTS
\r\n1. Selection standards for Police\r\nOfficer certification are established by the Maryland Police and Correctional\r\nTraining Commission per Public Safety Article, Section 3-207, Annotated Code of\r\nMaryland.\r\n\r\n\r\nThese selection criteria are listed in detail in the Code of Maryland\r\nRegulations 12.04.01.04 and include the following:\r\n\r\n\r\n- U.S. Citizenship\r\n- Must be at least 21 years of age\r\n- Satisfactory background investigation, including a check of criminal\r\nhistory\r\n- Oral interview\r\n- Physical examination\r\n- Possession of a driver's license valid in the State of Maryland\r\n\r\n\r\n\r\n\r\n\r\n\r\n2. Employees in this classification\r\nare subject to call-in and, therefore, will be required to provide the employer\r\nwith a phone number where they can be reached. \r\n3. Employees in this classification\r\nmay be required to bear firearms and to demonstrate practical knowledge and\r\nproficiency in the safe use and care of firearms periodically as required by\r\nthe Maryland Police and Correctional Training Commission.\r\n4. Employees in this classification\r\nare subject to substance abuse testing per Code of Maryland Regulations\r\n17.04.09, Testing for Illegal Use of Drugs.\r\n5.
