This is a contingent position based on contract win.

SkyePoint Decisions is seeking a Program Manager to be responsible for the overall management, execution, and successful delivery of a cyber program. The Program Manager serves as the primary interface with Government leadership and oversees contract performance, staffing, program planning, risk management, quality assurance, financial oversight, and stakeholder communications.

This position provides leadership to multidisciplinary teams supporting cybersecurity, IT operations, governance, risk management, compliance, cloud initiatives, and enterprise technology programs. They will direct the integrated cybersecurity operating model by coordinating RMF, continuous monitoring, vulnerability management, incident response, governance, risk management, program reporting, quality assurance, and corrective-action activities to support executive decision-making and achievement of contract objectives.

This position is primarily remote; however, occasional onsite attendance at our Bethesda, MD location is required.

Responsibilities:

  • Oversee enterprise IT, cloud, cybersecurity, and compliance initiatives.
  • Coordinate activities involving RMF, security assessments, vulnerability management, incident response, and governance programs.
  • Ensure alignment with NIST, FISMA, and customer requirements.
  • Support strategic technology planning and modernization initiatives.
  • Direct all program activities to ensure successful execution of contract requirements.
  • Manage program scope, staffing, schedules, deliverables, and performance metrics.
  • Coordinate activities across multiple task areas and functional teams.
  • Ensure continuity of operations and uninterrupted service delivery.
  • Lead program reviews, status meetings, and executive briefings.
  • Identify, assess, and mitigate program risks and issues.
  • Build and maintain strong partnerships with customer leadership and stakeholders.

Required Qualifications:

  • Bachelor's degree in information technology, Computer Science, Cybersecurity, Business Administration, or a related field.
  • Minimum of 10 years of Program Management experience supporting Federal Government contracts.
  • Active PMP certification.
  • Experience managing enterprise IT, cybersecurity, cloud, or technology programs
  • Demonstrated experience managing multidisciplinary technical teams.
  • Experience with budget management, scheduling, risk management, and performance reporting.
  • Strong verbal, written, and presentation skills.
  • Experience serving as the primary customer interface on federal contracts.
  • Knowledge of NIST RMF, FISMA, cybersecurity frameworks, and federal compliance requirements.
  • Must be able to pass a NIH background check and suitability clearance.
  • Must be a U.S. Citizen.

Preferred Qualifications:

  • Active clearance preferred.
  • One of the following certifications: CISSP, CAP, CISM, CISA, CRISC, Security +

Compensation:

Salary Range: $150K - $182K
