JOB SUMMARY

The National Operations Manager, Staffing is responsible for directing, developing, and continuously improving the nationwide staffing function of A & Associates. The position provides strategic and operational leadership for all aspects of talent acquisition, recruiting, workforce planning, employee on-boarding, staffing fulfillment, workforce deployment, and client service delivery across a diverse portfolio of commercial, industrial, professional, healthcare, security, municipal, state, and federal staffing programs.

Serving as a key operational leader, the National Operations Manager is responsible for ensuring the organization consistently attracts, hires, deploys, and retains qualified talent while maintaining exceptional service levels for clients nationwide. The position develops and implements innovative recruiting strategies, establishes standardized staffing processes, analyzes workforce trends and labor market conditions, and drives continuous improvement initiatives that enhance operational performance, workforce quality, employee retention, and client satisfaction.

The National Operations Manager partners closely with executive leadership, business development, human resources, payroll, compliance, risk management, and branch operations to develop scalable workforce solutions that support organizational growth and successful contract execution. The role requires a highly experienced staffing professional capable of managing high volume recruiting operations, supporting rapid workforce mobilization efforts, responding to changing client demands, and ensuring staffing operations remain efficient, compliant, and responsive across multiple industries and geographic markets.

The successful candidate will possess exceptional leadership, workforce planning, recruiting, and operational management skills, with a demonstrated ability to build high performing staffing organizations, develop sustainable talent pipelines, improve recruiting performance metrics, and deliver workforce solutions that exceed client expectations while supporting the strategic objectives of A & Associates.

SUPERVISORY RESPONSIBILITIES

  • Provides leadership, direction, coaching, and performance management for staffing leadership personnel.
  • Participates in recruiting, interviewing, hiring, onboarding, training, and professional development of staffing personnel.
  • Establishes staffing performance expectations, recruiting objectives, and workforce productivity standards.
  • Conducts performance evaluations and provides ongoing coaching and mentorship.
  • Assists with succession planning and leadership development initiatives.
  • Supports employee relations, corrective action, and performance improvement activities in coordination with Human Resources.

DUTIES/RESPONSIBILITIES

  • Lead the development, implementation, and continuous improvement of nationwide staffing and workforce operations supporting commercial, municipal, state, and federal clients.
  • Develop strategic recruiting initiatives and workforce planning strategies to ensure qualified talent pipelines and timely fulfillment of client staffing requirements.
  • Direct all aspects of talent acquisition, including recruiting, sourcing, interviewing, hiring, onboarding, workforce deployment, redeployment, and employee retention.
  • Monitor staffing performance through operational metrics including fill rates, time-to-fill, retention, workforce utilization, recruiting effectiveness, and client satisfaction, implementing corrective actions as necessary.
  • Collaborate with Business Development to support proposals, pricing strategies, labor market assessments, implementation planning, and workforce mobilization for new and existing contracts.
  • Ensure staffing operations comply with applicable employment laws, company policies, client contractual requirements, licensing standards, and regulatory obligations.
  • Partner with Human Resources, Payroll, Compliance, Risk Management, and Operations to support workforce administration, employee relations, and operational excellence.
  • Analyze labor market conditions, workforce trends, and operational data to identify opportunities for process improvement, cost efficiencies, and enhanced service delivery.
  • Prepare operational reports, staffing forecasts, workforce analytics, and strategic recommendations for executive leadership.
  • Perform other related duties as assigned.

REQUIRED SKILLS/ABILITIES

  • Advanced knowledge of temporary staffing, workforce planning, recruiting, and talent acquisition.
  • Strong leadership, organizational, and operational management skills.
  • Ability to lead high-volume recruiting and staffing initiatives across multiple locations.
  • Knowledge of employment laws, staffing regulations, and workforce compliance requirements.
  • Strong analytical, problem-solving, and decision-making abilities.

  • Proficiency with applicant tracking systems, workforce management software, Microsoft Office, and reporting platforms.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in Business Administration, Human Resources, Management, Organizational Leadership, or a related field preferred (not required).
  • Minimum of 7 years of progressive experience within the staffing, workforce solutions, or talent acquisition industry.
  • Minimum of 5 years of leadership experience overseeing high volume recruiting and staffing operations.
  • Demonstrated experience supporting multi location staffing operations.
  • Experience recruiting for commercial, industrial, clerical, administrative, professional, healthcare, security, municipal, state, or federal positions preferred.
  • Experience with applicant tracking systems, recruiting technology, workforce analytics, and staffing performance reporting.
  • Equivalent combinations of education, experience, and demonstrated leadership may be considered.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting while working at a computer.
  • Frequent use of computers, telephones, and standard office equipment.
  • Ability to communicate effectively in person, by telephone, and electronically.
  • Ability to occasionally lift and move up to 25 pounds.
  • Ability to travel by automobile and commercial aircraft as business needs require.
  • Ability to visit branch offices, client locations, recruiting events, career fairs, and workforce deployment sites.
