POSITION: Staff Accountant

DEPARTMENT: Human Services

SALARY: $38,591.37 - 41,815.79

(MGT PG 7 - NON-EXEMPT)

HOURS: 8:30 am to 4:30 pm Monday through Friday

(1 Hour unpaid Lunch)

35 Hours per week

BENEFITS: Health, Vision & Dental -First of month following date of hire.

All other Benefits - After 90 day probationary period

OVERALL OBJECTIVE OF JOB

To assist in the complex financial operations of the Human Services Department and to assist in maintaining the department accounting system records and files to ensure the successful operation, compliance and quality services in the programs offered through or directly by the County.

ESSENTIAL FUNCTIONS OF THE JOB

1. Assembles financial data and completes/prepares reports as required by funding sources/Federal, State and local agencies.

2. Answers questions and performs research regarding the assigned financial reports.

3. Reviews invoices for payment and prepares check requests of expenditures and related reports/documents.

4. Prepares and monitors all provider contracts to assure compliance and consistency with County goals and financial resources.

5. Monitors providers for compliance on billing and their annual audits.

6. Completes and submits quarterly and/or annual expenditures reports to funding sources

7. Assists in allocating expenditures to the appropriate funding sources, updates records as necessary and reimburses the county's general fund on a regular basis.

8. Maintains and reconciles all checking accounts for the department as assigned.

9. Monitors budgets for all interdepartmental programs accounting (HS Block Grant, Early Intervention, Transportation, Drug and Alcohol and Family Center) based on funds allocated

10. Ensures proper submission of CCRI POMS data to OMHSAS through Susquehanna Software

11. Proficient with CPR Web software

12. Timely submission of internal billing to the Managed Care Organization(MCO)

13. Maintain filing electronically.

14. Assists with State and County Audits

15. Lead on Fiscal items on the Office of Developmental Programs Administrative Entity Multi-year growth strategy

16. Utilizes computer and related accounting statistical software as necessary to carry out the essential functions of the job

OTHER DUTIES OF THE JOB

1. Attends meetings, training and seminars as required.

2. Attends State meetings as County representative as assigned.

3. Maintains confidentiality of office affairs.

4. Completes special projects and assignments as directed.

5. Performs other job-related duties as required.

SUPERVISION RECEIVED

Receives detailed instructions and regular supervision from the Chief Operating Officer.

None.

WORKING CONDIDTIONS

1. Works indoors in adequate work space, lighting, temperatures and ventilation.

2. Works with average indoor exposure to noise, stress and disruptions.

3. Normal indoor exposure to dust/dirt.

4. Travels periodically to agencies, training or other locations

PHYSICAL AND MENTAL CONDITIONS

1. Must be able to record, deliver and present information, explain procedures and follow instructions.

2. Must be able to sit for long periods through the workday, with intermittent periods of standing, walking, bending, twisting, reaching, and driving as necessary to carry out duties of job.

3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job.

4. Sedentary work, with occasional lifting/carrying of objects with a maximum with of ten pounds.

5. Must be in good health and demonstrate emotional stability

6. Must be able to cope with the physical and mental stress of the position.

7. Must be able to pay close attention to details, coordinate efficiently and concentrate on work.

QUALIFICATIONS:

A. EDUCATION/TRAINING:

Bachelor's degree in Accounting or Masters in Business Administration. Computer training, including Microsoft Office (Word and Excel)

1. Must be able to speak and understand the English language in an understandable manner in order to carry out the essential functions of the job..

12. Must possess the ability to represent the County in a positive, constructive manner.

13. Must possess the ability to facilitate team related activities and build collaboration and consensus.
