Description & Requirements
Maximusis currently seeking a Program Management Lead (PML) who has extensive experience leading large-scale Department of Defense cloud and IT modernization programs to serve as the primary point of contact (POC) to the Government with full authority over contract execution. Responsible for overall program delivery, ensuring performance, schedule, cost, and quality objectives are achieved across all task areas within the A1 MCE contract.
Core Responsibilities:
  • Lead end-to-end program execution across multi-cloud managed services, ensuring alignment with mission objectives and contract requirements.
  • Manage cost, schedule, and performance (CSP) baselines.
  • Develop and maintain an Integrated Master Schedule to be shared with Government stakeholders real time (via Government-approved, access-controlled platform(s) for increased transparency); manage development and submittal of Program Management Plan (PMP), and all other required CDRL deliverables.
  • Interface with Government stakeholders, CORs, and enterprise stakeholders.
  • Ensure contractor team adherence to Agile delivery frameworks and complementary Agile ceremonies as dictated by Government Product Owner(s).
  • Recommend cloud financial management (FinOps) best practices, including cost tracking, optimization, and budget alignment across multi-cloud environments.
  • Manage monthly reporting, executive briefings, and performance dashboards to support Government decision-making.
  • Coordinate cross-functional technical teams including DevSecOps, cloud engineering, and cybersecurity personnel.
  • Oversee subcontractors, staffing, and surge support, as well as travel, Other Direct Costs (ODCs), and Over-and-Above Work requests in compliance with contract requirements.
  • Implement governance, reporting, and risk management frameworks.
  • Drive continuous service improvement and SLA compliance.

This is a hybrid position based out of San Antonio, TX and requires an active Secret clearance.

Job-Specific Minimum Requirements:
- Active Secret security clearance.
- Ability to commute as needed to the work location in San Antonio, Texas.
- 10+ years managing IT programs of similar size, scope, complexity.
- Current PM certification (PMP, PRINCE2 Practitioner).
- Active IAT/IAM Level II baseline certification
- Experience with DoD/USAF acquisition and operations (e.g., AFFOR, A1 mission space).
- Demonstrated success leading multi-cloud managed services (Azure, AWS, hybrid).
- Working knowledge of DoD compliance frameworks (RMF, FedRAMP, DISA, security governance)
- Familiarity with ITIL 4, Agile/SAFe delivery models.
- Experience managing IL5/IL6 or FedRAMP High environments.
- Experience managing programs using government-owned MS Teams and other applications that offer real-time visibility into program status (e.g., agile ceremonies [Atlassian suite of tools], financial tracking/planning [PowerBI dashboards], etc.)
- Strong financial management (EVM) and KPI-driven performance governance.
