Primary Responsibilities
As a Senior Program Manager, you will serve as the primary leader and decision maker for a complex program or portfolio of programs, with responsibility for overall delivery, customer relationships, financial performance, contractual compliance, and team success.
You will partner closely with Business Unit leadership to shape program strategy, translate customer priorities into actionable plans, and ensure successful delivery against scope, schedule, budget, and contractual requirements. As a people manager, leader, and mentor, you will lead through direct reports while creating an environment of accountability, collaboration, and continuous improvement.
The Senior Program Manager brings extensive experience leading complex technology and digital services programs within government or government contracting environments. Success in this role requires strong business and financial acumen, executive-level communication skills, and the ability to navigate complex stakeholder environments while balancing customer needs, employee success, contractual obligations, and organizational goals.
Primary expectations for a Senior Program Manager include:
  • Own all aspects of program or portfolio performance, including technical delivery, contractual compliance, administration, financial performance, staffing, and customer satisfaction
  • Coordinate program activities across multiple projects, teams, workstreams, and subcontracting partners
  • Manage program financial performance, including planned contract revenue, billable utilization, gross margin, forecasting, and overall financial health
  • Develop and execute strategic program plans that support successful delivery and the organization's long-term objectives
  • Cultivate trusted relationships with customers and senior stakeholders to understand priorities, maximize customer satisfaction, and maintain alignment on program objectives
  • Communicate program performance, risks, dependencies, and overall status clearly and effectively to customers, stakeholders, and organizational leadership
  • Manage changes to program scope, schedule, budget, and delivery expectations using established change management practices
  • Translate customer vision and strategic priorities into actionable program objectives, success measures, and delivery plans
  • Establish and track meaningful program outcomes and performance metrics aligned with customer and organizational goals
  • Apply a strategic, big-picture perspective to align people, technology, processes, culture, and operations in solving complex business and delivery challenges
  • Proactively identify program risks, issues, and conflicts, develop mitigation strategies, and drive timely resolution
  • Navigate complex stakeholder environments, build consensus, and negotiate outcomes that support both customer success and organizational objectives
  • Manage contractual obligations and ensure program activities remain aligned with contract requirements and commitments
  • Oversee subcontractor performance, deliverables, relationships, and contractual responsibilities
  • Establish effective communication workflows across the program, leveraging Project Managers and other program leaders when applicable
  • Partner with Practice, Growth, and Business Unit leadership to identify and pursue organic growth, recompete, and new business opportunities
  • Support capture, proposal development, solutioning, customer presentations, and other growth activities as needed
  • Maintain strong knowledge of and adherence to applicable ISO and CMMI quality standards and organizational processes
  • Drive high-quality program performance and customer outcomes that support strong CPARS ratings
  • Apply extensive knowledge of Agile delivery methodologies, project management practices, and supporting tools to complex technology programs
  • Build credibility and trust with team members, customers, and leadership while influencing the decisions necessary for successful program outcomes
  • Lead, coach, and develop program team members while creating clear expectations for performance and professional growth
  • Manage people leadership responsibilities, including hiring, performance management, timecard reviews, PTO management, employee development, and other manager responsibilities
  • Participate in interviewing, workforce planning, staffing decisions, and internal mobility efforts as needed

Basic Qualifications
  • Bachelor's degree and 9+ years of relevant professional experience
  • Additional relevant experience may be substituted for education
  • 5+ years of experience managing complex technology service delivery programs or projects
  • Demonstrated experience managing program scope, schedule, budget, financial performance, and contractual requirements
  • Demonstrated experience managing customer relationships and senior-level stakeholders
  • Experience leading cross-functional teams within complex delivery environments
  • Experience with Agile delivery methodologies and project or program management tools
  • Project Management Professional (PMP) and/or ITIL certification
  • Current Agile certification, such as PMI Agile Certified Practitioner (PMI-ACP), AgilePM Foundation, ICAgile Certified Professional (ICP), Certified ScrumMaster (CSM), SAFe Agilist, or equivalent
  • Prior government or government contracting experience
  • Must be legally authorized to work in the United States without sponsorship, now or in the future
  • Must be able to successfully obtain and maintain a Public Trust security clearance

Preferred Qualifications
  • Significant experience leading large, complex federal government technology or digital services programs
  • Significant experience managing and influencing senior government stakeholders, including building trusted client relationships and navigating competing priorities
  • Experience supporting U.S. Department of Veterans Affairs (VA) programs, contracts, or digital services
  • Experience managing program financials, including revenue, gross margin, utilization, forecasting, and resource planning
  • Experience managing subcontractors and other external delivery partners within a federal contracting environment
  • Demonstrated success supporting strong CPARS performance and customer satisfaction
  • Experience identifying and developing organic growth opportunities within existing federal programs
  • Experience supporting federal capture, recompetes, proposals, and new business opportunities
  • Experience operating within ISO and CMMI quality frameworks
  • Experience leading multiple projects, workstreams, or programs as part of a larger portfolio
