Job description

Are you passionate about turning complex acquisition data into meaningful insights that shape Navy decision‑making? Strategic Insight is seeking a Senior Program Analyst to support high‑visibility programs across the Department of the Navy. This role is ideal for someone who thrives at the intersection of data analytics, federal procurement, and systems integration—and wants their work to directly influence Navy acquisition outcomes.


Mandatory: Applicants must have an active Interim Secret DoD clearance at a minimum, with final Secret preferred.

Primary responsibilities include, but are not limited to:

      • Support an Echelon 1 organization and interacting directly with FO/GO/SES principals, with working knowledge of the ASN(RD&A) enterprise, PPBE, nontraditional acquisition, and public-private partnerships,
      • Substantive familiarity with defense industrial base policy spanning—infrastructure/energy, advanced manufacturing, supply chain resilience, workforce development, private capital, and performance assessment—sufficient to synthesize cross-cutting issues for leadership,
      • Develop high-level briefings, agendas, decision packages, read-aheads, talking points, and meeting minutes, and to run action-item tracking through DON tasker systems (e.g., ETMS2) under short, multiple deadlines,
      • Rigorous, defensible reasoning skills to frame options, conduct risk and trade-off analysis, and translate complex data into clear, executive-ready recommendations that inform leadership decision-making,
      • Build and interpret dashboards and metrics (e.g., Power BI, Advana/Jupiter portals), including establishing KPIs/KPPs and cadenced reporting,
      • Command of project management methodologies to coordinate multi-stakeholder efforts, manage deliverables, and sustain governance rhythms across a newly formed team,
      • World-class written and verbal communication, including advanced Microsoft Office proficiency (PowerPoint, Excel, SharePoint) and the ability to communicate complex concepts clearly to senior DON leadership and external partners, and
      • Other duties as assigned.


Education / Experience

  • Bachelor's degree required (accredited institution) in business administration, operations research, economics, engineering, public policy, or a related quantitative/technical discipline; a Master's degree (MBA, MPP, MS in Operations Research/Systems Engineering) is strongly preferred to support executive-level analytic rigor.
  • Minimum 7–10 years evaluating business operations and processes for effectiveness, applying data analysis, project management methodologies, and industry best practices to develop, implement, and monitor process-improvement initiatives.
