Job description

Job Title: IT Program Manager (Infrastructure & Facilities Construction)

Position Overview

  • Location: Buffalo, NY (100% On-Site) Travel expenses/coverage provided
  • Certifications Required: Project Management Certification (PMP or equivalent)

About the Role

We are seeking a senior IT Program Manager to oversee a complex portfolio of concurrent IT projects sitting at the intersection of Enterprise IT Infrastructure and Physical Facilities Construction. In this role, you will be responsible for aligning IT hardware, software, and systems engineering deployments with physical building blueprints and construction schedules.

You will own the project lifecycle end-to-end: managing risks, tracking budgets, mapping critical paths, and coordinating across cross-functional IT teams to ensure timely delivery without continual supervision.

Essential Functions

  • Program Execution: Establish clear project goals, formulate execution plans, and implement IT strategies to deliver multiple simultaneous projects on time and within budget.
  • Schedule & Budget Ownership: Build and maintain detailed project timeframes, resource allocations, budgeting estimates, and comprehensive status reports.
  • Matrix Resource Management: Coordinate internal IT team members, allocate equipment/assets, and define individual responsibilities across projects.
  • Risk & Baseline Tracking: Conduct rigorous risk assessments, maintain precise project documentation, and continuously update schedule baselines.
  • Stakeholder Alignment: Organize and lead cross-functional meetings to align technical teams, management, and external vendors on goals and progress.

Required Knowledge, Skills, and Abilities

  • Mastery of MS Project: Advanced proficiency in Microsoft Project is required to perform complex critical path analysis, dependency mapping, and schedule adherence.
  • IT Infrastructure & Systems Engineering: Solid technical IT background with strong systems engineering knowledge (hardware, software, network rollouts, application upgrades).
  • Construction & Blueprint Literacy: Direct experience supporting IT integrations within physical construction projects. Ability to read, interpret, and understand structural/facilities blueprints and engineering specifications.
  • Advanced Risk & Change Management: Proven track record of forecasting, tracking, and resolving timeline bottlenecks and budget variances.
  • Soft Skills: Exceptional negotiation, conflict resolution, and written/verbal communication skills to translate complex technical blockers to non-technical stakeholders.

Physical & Environmental Demands

  • Ability to exert light physical effort (sedentary to light work, occasionally lifting/moving 5 10 lbs, with occasional heavier equipment handling with assistance).
  • Primarily standard office environments with occasional visits to active, on-site project/construction environments.
  • Flexibility to provide occasional after-hours support or on-call coverage as project deployment deadlines dictate.

Minimum Qualifications

  • Education: Bachelor s degree in Computer Information Systems (CIS), Computer Science, or a closely related technical field (or an equivalent blend of education and experience).
  • Experience: 5+ years of active experience working specifically as an IT Program Manager managing multiple complex IT projects simultaneously.
  • Certification: Active Project Management Certification (PMP or equivalent) is strictly required.
  • Attributes: Self-starter mindset with a proven ability to drive results independently. Must maintain absolute discretion when handling confidential or sensitive data.
