Job description

INNOVIM is seeking an Alternate Program Manager / Agile Program Lead to support NOAA ProTech Weather Agile Program and Project Management Services.
This position is contingent upon award of the contract.

Position Summary
The Alternate Program Manager acts with full authority in the Program Manager's absence and, as Agile Program Lead, owns the integrated Agile program-management framework across the four Moonshot focus areas. The position charters the Agile teams, establishes the program operating rhythm and decision-rights model, owns the Living Program Roadmap, integrates cross-project dependencies, leads the Scrum Master facilitators through a Scrum-of-Scrums construct, and drives the research-to-operations-to-research (R2O2R) management approach with Government concurrence.

Key Responsibilities 

  • Agile framework. Charter one Agile team per focus area, define working agreements and cadences, recommend the RACI decision-rights model, and stand up the single Agile tracking environment on the Government-provided platform.
  • Living Program Roadmap. Own the roadmap linking Moonshot objectives to focus-area milestones, dependencies, Readiness Levels, transition gates, and Government decision points; refresh at least quarterly.
  • Dependency management. Assess and resolve dependencies crossing focus-area boundaries; escalate at-risk items.
  • R2O2R. Establish Government-concurred readiness definitions and evidence fields; recommend the Agile-DevOps transition redesign; facilitate NWS readiness reviews.
  • Facilitator leadership. Lead the two Senior Agile Facilitators; convert workstream data into an integrated program view; coach on flow and iteration methods.
  • Continuous improvement. Convert retrospective findings into an owned improvement backlog measured against KPI trends.

Minimum Qualifications 

  • Education. Bachelor's degree (BA/BS) or higher in business, management, or a related field.
  • Experience. Eight to ten years of programmatic, portfolio, or IT program management, directing all activities of assigned delivery-order projects.
  • Certification. PMP certification and scaled-Agile certification (for example SAFe).

Preferred Qualifications 

  • Scaled Agile. SAFe, Scrum-of-Scrums, and Program Increment planning across distributed scientific-software teams.
  • DevOps and CI/CD. Hands-on pipeline, automated-test, and cloud-native delivery experience supporting an Agile-DevOps R2O redesign.
  • Scientific-software literacy. Ability to engage numerical-weather-prediction teams credibly (MPAS/UFS, data assimilation, GPU, AI4NWP).
