Job description

JOB SUMMARY:
The Delphi Software Engineer is responsible for maintaining and modernizing the legacy Delphi application portfolio while leading migration to the new target environment: Azure cloud-native solutions built on C# (Function Apps, App Services, Storage Accounts, Managed Identity, Key Vault, and related services). This role keeps purpose-built applications supporting health plan business capabilities running reliably while still re-platforming for future utilization.
KEY RESPONSIBILITIES:
  • Maintain, support, and troubleshoot the existing Delphi application portfolio, including both desktop and web-based solutions, against Oracle and SQL Server databases.
  • Lead modernization of Delphi applications to Azure cloud-native solutions built on C#, including redesign and redevelopment using Function Apps, App Services, Storage Accounts, Managed Identity, and Key Vault.
  • Assess each legacy Delphi application's business logic, data dependencies, and integrations to design an appropriate cloud-native replacement architecture.
  • Develop migration plans that sequence and prioritize which Delphi applications to modernize first, balancing business risk, technical complexity, and ongoing support burden.
  • Write clean, maintainable C# code and apply Azure security and identity best practices (Managed Identity, Key Vault-based secrets management) in all newly built services.
  • Validate data integrity and business logic parity between legacy Delphi applications and their modernized Azure replacements.
  • Partner with Architecture, Data Engineering, and Security teams to align modernization work with target-state cloud architecture and HIPAA/HITRUST-aligned controls.
  • Document legacy application behavior, data flows, and business rules discovered during modernization to preserve institutional knowledge as Delphi systems are retired.
  • Support and troubleshoot Oracle and SQL Server dependencies shared between legacy Delphi applications and their modernized replacements during transition periods.
  • Performs other job-related duties as required or assigned.

QUALIFICATIONS:
  • Demonstrated experience maintaining and developing in Delphi (desktop and/or web-based applications).
  • Strong C# development experience, including building and deploying Azure-native services (Function Apps, App Services).
  • Working knowledge of Azure cloud services relevant to application modernization, including Storage Accounts, Managed Identity, and Key Vault.
  • Experience working with both Oracle and SQL Server databases.
  • Proven ability to reverse-engineer and document legacy application logic and data flows in order to replicate them in a modern architecture.
  • Strong problem-solving skills and the judgment to balance legacy system stability against the pace of modernization work.
  • Effective communication skills, with the ability to document technical findings and migration plans for other engineers and IT leadership.
  • Successful completion of Health Care Sanctions background check.

EDUCATION/EXPERIENCE:
  • Bachelor's degree in Computer Science, Information Systems, or related field (or equivalent experience).
  • A minimum of three years of experience developing or maintaining Delphi applications.
  • A minimum of two years of experience building applications or services in C# on Azure preferred.
  • Experience modernizing or re-platforming legacy applications to a cloud-native architecture strongly preferred.
  • Experience in healthcare, health plan, or other regulated, data-sensitive environments preferred.
  • Familiarity with Oracle and SQL Server database development and administration preferred.
