Job Description:
This position is for a senior level Programmer with 8+ years of experience supporting enterprise applications, including COTS (Commercial OffTheShelf) solutions-primarily vendor hosted platforms. The Programmer will work within an Oracle database environment and serve as a core member of a team of technology professionals supporting agency applications and data services.
The role is responsible for designing, developing, and maintaining database structures, PL/SQL code, and data integrations that enable secure, efficient, and accurate data flow across assigned systems. This includes active participation in both project and maintenance activities, providing technical leadership for data related tasks such as data modeling, ETL development, and integration of agency specific data into vendor hosted solutions.
The individual will collaborate closely with Data Architects, Database Administrators, application support staff, and vendors to create, test, deploy, and optimize data structures and processes. A high degree of technical proficiency, problem solving ability, and independent judgment is expected. The position may report to a project lead, project manager, or manager.
Key Responsibilities:
Support the CAPP project, which is a replacement of a legacy system, with a primary focus on data migration activities and ongoing maintenance support.
Support the CAPP project as capacity allows. If CAPP does not require full utilization, the resource will be assigned to additional projects and support efforts as needed.
Design, develop, and maintain database objects (tables, views, indexes, triggers, constraints) to support application and integration requirements.
Develop and optimize PL/SQL packages, procedures, and functions to support business logic, data services, and ETL processes.
Support data design and modeling activities, including logical and physical data models and normalization.
Lead and execute data migration and data conversion tasks for new implementations, upgrades, and system integrations.
Develop and consume web services (SOAP/REST) used in data integrations between internal systems and vendor hosted COTS solutions.
Analyze data and metadata to ensure accuracy, integrity, and compliance with agency standards.
Work closely with Data Architects and DBAs on performance tuning, code reviews, and database best practices.
Troubleshoot data issues, identify root causes, and implement corrective solutions.
Participate in planning, estimation, documentation, and technical design sessions for both new projects and ongoing maintenance efforts.
Required Qualifications:
8+ years of hands-on experience with Oracle PL/SQL development, including packages, procedures, and functions
8+ years of experience using Oracle development tools such as Toad and/or SQL Developer
8+ years of experience designing, creating, and maintaining Oracle database objects (tables, views, indexes, triggers)
8+ years of experience with logical and physical data modeling, including database normalization
Proven experience supporting or integrating vendor-hosted or COTS systems
8+ years of experience with database programming for data migration and data conversion
8+ years of experience in data analysis, data quality management, and metadata management
8+ years of experience developing and integrating web services using SOAP and/or REST
