Why does the job exist?
The State Personnel Office HR Services Unit provides full service Human Resource support to various agencies throughout State government who do not have dedicated HR staff. This position provides management oversight to four employees in the HR Services Division, as well as, being the HR Manager for the State Personnel Office.
How does it get done?
The incumbent in this position will:
* Manage and oversee the work of HR Service Division employees.
* Ensure employees are trained to perform the duties of their jobs and the workloads are equitable.
* Assist with questions and provide guidance on HR matters to agencies.
* Create good working relationships with agency contacts.
* Ensure agency requests are in compliance with State Personnel Board Rules.
* Deliver excellent customer service through responsive communication and a proactive approach to HR matters.
* Manage filing projects both physical and digital to ensure accuracy and efficiency.
* Provide full-service HR management for the State Personnel Office.
* Participate on various SPO projects.
Who are the customers?
State agencies and employees of those agencies who contract with the State Personnel Office for HR services.
Ideal Candidate
Will have:
* Experience as an HR Generalist.
* Knowledge of State Personnel Act and State Personnel Board Rules.
* Experience in customer service.
* Excellent organizational skills and experience multi-tasking.
Minimum Qualification
Bachelor's Degree in any related field and nine (9) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Three (3) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years, to include three (3) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, hole-punch, cellphone, copy machine, scanner, keyboard, and telephone usage. Some travel may be required.
