Interviews are anticipated to be conducted within two weeks of closing date.
Due to available budget allocated for this position, the hiring rate will not exceed $38.85 per hour.
Why does the job exist?
This position is the lead Human Resources (HR) position for a correctional facility and is responsible for performing day-to-day HR duties and responsibilities at a lead level, and will provide guidance and support to facility management and employees in all areas of HR. This position will assist in processing recruitment, hire, payroll, benefits, and disciplinary actions. The Human Resource Lead position provides leadership, consultation, guidance, and recommendations to employees and management in relation to Human Resources in the areas of payroll, benefits, leave, recruiting, and compensation. This position will review and interpret State Personnel Board (SPB) Rules, agency policies and/or applicable laws and verify compliance. The incumbent will also consult with agency management, and NMCD Central Office HR for advanced guidance and direction.
How does it get done?
* Provide comprehensive advice and assistance to staff and management regarding compensation actions and personnel programs while ensuring compliance with SPO board rules, CBA, state and federal laws, and department policies
* Prepare bi-weekly reports as required by Central Office HR and facility management
* Process disciplines in accordance with NMCD policy, CBA and SPO board rules under the direction of NMCD management
* Assist in regular budget review and ACA compliance as it pertains to Human Resources
* Serve as the HR liaison between the facility and Central Office HR.
* Verify and approve bi-weekly payroll, process compensation requests for new hires, and transfers, process and track Family and Medical Leave of Absence (FMLA) requests, and paid Parental Leave requests, disciplinary actions, and SHARE entries.
* Provide guidance over assigned work products of HR staff working at the facility.

Ideal Candidate
The ideal candidate will have experience in the following:
* Human Resource administration
* Processing/analyzing compensation actions for hire
* Understanding the federal and state regulations regarding FLSA
* Utilizing the SHARE HCM module
* Recruitment/Onboarding new employees
* Working with confidential information
* File management
* Payroll
* Working with Collective Bargaining Contracts and/or employees
* Setting up interviews/trainings
* Experience writing disciplines.
Minimum Qualification
Bachelor's Degree in any field and two (2) years of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Employment is subject to a pre-employment background investigation and is conditional pending results.
Working Conditions
Work is performed in an adult prison environment, which includes daily contact with inmates. Willingness to work in a correctional facility, may be required to work odd hours, overtime, holidays, and weekends.
