Job description

Leidos Digital Modernization Sector is seeking an Industrial Security Representative (ISR) supporting at our customer site at The Pentagon in Arlington, VA. As the ISR, you will support one of its critical customers in the areas of PERSEC, PHYSEC, COMSEC, INFOSEC, INDSEC, and general security administration. The position will be a part of the Leidos Defense/Intel IT Business Area. The ISR works under the guidance of the Leidos Defense & Intel IT, Business Area Security Manager in the application of security standards and practices to existing government and Leidos facilities identified by the contract(s).

The ISR is responsible for safeguarding industrial installations, resources, utilities, materials, tools, and information essential to the organization's operations. Protects and manages classified information and equipment developed by, or entrusted to, the organization, requiring in-depth understanding of security policies, procedures, and oversight requirements for the proper classification, access, handling, storage, and destruction of classified or sensitive material. Responsible for developing, implementing and analyzing programs ensuring adherence to federal laws, regulations and directives for the classification management. Responsible for management of clearance prescreening, verification and maintenance, including upgrades or downgrades, crossovers of existing clearances, continuous vetting, and periodic reinvestigations at all clearance levels. Responsible for foreign visitor and facility access, special and restricted access programs, briefing and debriefing individuals on requirements and responsibilities of privileged access to sensitive programs. Senior levels may also include oversight of threat mitigation, including the planning, development and management of corporate asset protection programs.


The ISR is responsible for implementing the industrial security program and ensuring company and customer security requirements are met. The ISR will directly support the customer and be committed to protecting classified information, assets, and secure spaces. The candidate will serve as a security team member and will directly interface and collaborate with key leaders and customers. This position will provide security management and implementation of security policies and procedures for DoD Agency. Areas of emphasis are physical, information, and personnel security, including OPSEC requirements. The ISR will be required to interact with and provide security support to IC/DoD officials. Other duties may be assigned as needed to include surge support.

This position is contingent upon the candidate's ability to obtain and maintain a TS/SCI U.S. Government security clearance. Applicants must be eligible to undergo the required background investigation.
Please note that an offer of employment is conditional and may be rescinded if the candidate does not successfully obtain the required clearance within a timeframe determined by the company and/or sponsoring government agency. Continued employment is also contingent upon maintaining the required clearance level.

Primary Responsibilities

Conduct ISR duties in the following areas: process CAC and building access applications; access control requests; country and threat briefs; in/out processing of DoD Agency personnel; indoctrinations/debriefings, security record management; courier card application processing; and visit authorization requests. In addition, you will also provide all access control for DoD Agency spaces at multiple Government locations.

You will provide all Agency SIPR token administration, CAC resets, transmit, and retrieve all SCI cable traffic.

You will also provide support for all OCONUS travel briefs for both official and unofficial travel of the Directorate personnel.

You will support the DoD Agency Security team and will directly interface and collaborate with key leaders and customers. Areas of emphasis are physical security, information security, OPSEC, and verification of clearances/accesses.

Conduct Personnel Security processing actions including requesting, reviewing, approving, and submitting clearances packages up to and including SCI nomination packages in accordance with customer requirements.
Maintain Personnel Security databases to track new employee security clearance actions and annual security training completion status.
Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
Document compliance activities in accordance with the governing authority approved authorization package.

Maintain facility and program Security Operation Plans (SOPs) and other documentation.
Hands-on experience in physical security assessments/inspections and Sensitive Compartmented Information Facility (SCIF)/Special Access Program Facility (SAPF) security requirements.
Use centralized services and databases to record clearances, incident reports, movement of personnel, visit requests, etc. to inform the collection of robust performance metrics.
Ensure personnel are completing and maintaining the required security education and training.
Ensure proper protection and corrective measures are taken when an incident or vulnerability is discovered.
Conduct customer required inspections upload results to customer databases.

Process/produce CAC and other related badges requests.

Basic Qualifications

BA degree and 4+ years of prior relevant experience or Masters with 2+ years of prior relevant experience. Additional experience may be considered in lieu of degree.

Prior experience as a Facility Security Officer and/or CPSO

Through working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards
The position requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction, customer service orientated.
Commitment to security - creating and delivering the highest value to customers.
Ability to interpret company and government security policies and apply them to program operations.
Strong understanding of Physical Security requirements for OSS, SCIFs, and collateral Restricted Areas. Along with working knowledge of SF-86, SF-312, DD-254, SF700, SF702 and other required forms.
Thorough understanding of security databases, DISS, NISS, NBIS, SIMS
Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.
Ability to develop and establish an effective security awareness, training, and education program.
Communicates with parties within and outside of own area, which may include external constituents depending upon the area. Requires ability to influence others outside of own area on policies, practices, and procedures.
Extensive experience with classified and unclassified networks and facility clearance requirements.
Demonstratable experience communicating information security and risk-related concepts effectively to both technical and non-technical audiences.
Strong problem-solving and analytical skills and demonstrate poise and ability to act calmly and competently in high-pressure, high-stress situations.
Attention to detail and a high level of accuracy are a must.
Must be able to work in a constantly changing regulatory environment with short-, mid-, and long-term timelines for remediating any non-compliance.
Must be highly organized with excellent oral and written communication skills.
Must be able to proofread for accuracy, completeness, grammar, and format.
Proficient in Microsoft Suite to include Word, Excel, Outlook, and Access.
Excellent time management and multitasking skills.
Good planning and organizational skills.
Prior experience in Personnel and Industrial Security.
COMSEC Custodian certificate or experience

Candidate must possess an active TS/SCI or SCI eligibility. Preferably DoD.

Preferred Qualifications

FSO training certificatefor possessing facilities from DCSA

Experience as a COMSEC Custodian/Manager.
Experience developing and implementing OPSEC plans.
Knowledge of Access Control and Intrusion Detection Systems
Experience conducting Security incident inquiries.
