Job description

Description We are seeking a dynamic and detail-oriented Accounting Manager to lead our finance team and oversee all aspects of accounting operations. This role offers an exciting opportunity to drive financial accuracy, ensure compliance with regulatory standards, and contribute to strategic financial planning. The ideal candidate will possess a strong background in accounting systems, financial reporting, and regulatory requirements, with a passion for mentoring team members and fostering a culture of continuous improvement.

Join us to make a meaningful impact through precise financial management and innovative accounting practices. Under direction, the Accounting Manger performs supervisory and advanced fiscal control and accounting work for the County's Finance Department. Monitors, implements, and makes recommendations for the improvement of internal controls, processes, policies, and procedures.

Ensures the proper implementation of financial accounting and reporting standards for the County and coordinates the training, guidance, and development of the accounting team. Assist the Chief Financial Officer in managing the County's accounting policies and practices and departmental performance indicators. Employee must exercise independent judgment, initiative, critical thinking, and attention to detail in accordance with established policies and procedures.

Work also involves specialized preparation and maintenance of complex computer programs and operational routines for data processing systems. Reports to Chief Financial Officer. Job Highlights Establishes and updates accounting systems which processes a variety of transactions, accounts, and reports.

Develops and evaluates accounting policies, procedures, and practices to be utilized by department employees and advises County department supervisors of agency financial status. Implements and monitors all new financial accounting and reporting standards by assessing the impact of new standards on the County's financial accounting operations and reporting. Analyzes and recommends redesigned processes, policies, procedures, and internal controls to the Chief Financial Officer, responding to external audit suggestions for enhancements to internal controls and/or process improvements, and develops/initiates county-wide training of impacted personnel.

Acts as co-project manager by assisting the Chief Financial Officer in managing the external audit. Develops financial computer system programming specifications. Evaluates and modifies existing programs; corrects program errors by revising instructions or altering the sequence of operations; troubleshoots data problems; and trains and supports users on financial applications.

Assists in Central Purchasing functions as needed, to include development, implementation and enforcement of procurement ordinances, policies and procedures. Assists in creating, evaluating and recommending debt management policies to ensure financial integrity in the County's bonding program. Manages county grant records.

Supervises and develops staff by developing individual performance objectives. Performs other duties as assigned. Minimum of five years of experience working with complex automated financial systems, spreadsheet applications, and governmental accounting, budget analysis, cost-benefit analysis and/or economic and financial analysis; or an equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities. Two years of supervisory experience. Special Requirements Certified Public Accountant (CPA) license issued by the Commonwealth of Virginia, Certified Public Finance Officer (CPFO) designation, or Certified Government Financial Manager (CGFM) designation; or a combination of education and experience that provides the required knowledge, skills and abilities.
