Monday-Friday (occasional evenings and weekends) Position is available for a hybrid telework workweek

POSITION PURPOSE:Provides leadership and oversight regarding Medicaid administrative claiming, cost reporting, and fee for service activities. Oversees fiscal special projects within Special Education to increase overall compliance to local, state, and federal regulations. MINIMUM QUALIFICATIONS:KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Comprehensive knowledge of generally accepted accounting principles and knowledge of governmental accounting principles;

  • Considerable knowledge of Microsoft Office, specifically Word, Excel, and PowerPoint; Google Apps;

  • Analytical and problem-solving skills;

  • Attention to detail with a high level of accuracy;

  • Effective time management skills with the ability to meet deadlines;

  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure appropriate flow of information, collaborative efforts, and feedback;

  • Ability to complete complex tasks individually and as a collaborative team member;

  • Ability to establish and maintain effective working relationships with school system staff, staff members of external agencies, and the community.

EDUCATION, TRAINING, AND EXPERIENCE
  • Three years of experience in Special Education, Finance, or related field; AND
  • Experience with financial reporting.

An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties of the position may be considered.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.


PREFERRED QUALIFICATIONS:
  • Bachelor’s degree in Special Education, Accounting, Business Administration, or directly related field;
  • Knowledge of Oracle and BAAS financial applications;
  • Knowledge of Special Education funding;
  • Experience with Medicaid reporting and claiming requirements and processes;
  • Experience with district level processes related to special education funding, Medicaid, and fiscal management.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Facilitates the Medicaid billing process including preparing reports, as required, for Medicaid funding and serves as the liaison between the department and billing agency.
  2. Monitors compliance with Random Moment Time Study (RMTS) and communicates with school system staff to ensure timely completion.
  3. Monitors and records fee for service, cost reporting, and Medicaid administrative claiming revenues.
  4. Gathers data and submits report for Federal Personnel Survey.
  5. Collaborates with other teams within Special Education Services and Wake County Public Schools (WCPSS) departments regarding development and problem-solving for Nursing.
  6. Provides training, assistance, and oversight on assigned fiscal projects, including Medicaid, special grants, and contract processes.
  7. Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This position operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
