What is a Special Emphasis Program Manager?

A Special Emphasis Program Manager (SEPM) is responsible for promoting equal employment opportunity and diversity initiatives within an organization, typically in the federal government. SEPMs also help identify and remove barriers to equal employment and support compliance with federal diversity and inclusion policies. Their role is vital in fostering a workplace that values and respects individual differences.

How does a Special Emphasis Program Manager typically collaborate with other departments to promote diversity and inclusion initiatives?

Special Emphasis Program Managers often work closely with HR, leadership, and employee resource groups to identify barriers to equal opportunity and implement diversity initiatives. They regularly coordinate educational workshops, awareness campaigns, and data-driven assessments to ensure policies meet inclusivity goals. Collaboration also involves gathering input from various departments, facilitating open communication, and reporting progress to senior management, making cross-functional teamwork a central part of the role.

What are the key skills and qualifications needed to thrive as a Special Emphasis Program Manager, and why are they important?

To thrive as a Special Emphasis Program Manager, you need expertise in diversity and inclusion policies, program development, and regulatory compliance, often supported by experience in human resources or equal employment opportunity (EEO) roles. Familiarity with federal EEO laws, data analysis tools, and program management systems is typically required. Exceptional interpersonal communication, cultural competency, and leadership skills are crucial for engaging stakeholders and driving organizational change. These abilities are essential to effectively promote diversity initiatives and ensure compliance with legal and organizational standards.

  • Coordinate multidisciplinary human performance services across physical, psychological, cognitive, social and family, and spiritual domains.
  • Serve as a senior liaison to government customers, joint venture partners, subcontractors, functional leaders, and other stakeholders.
  • Lead executive reviews, operational meetings, working groups, and cross-functional decision forums.
  • Use program data, performance measures, and trend analysis to improve service delivery, demonstrate value, and support data-informed decisions.
  • Identify operational risks, service gaps, and growth opportunities; develop mitigation and improvement strategies aligned with mission and contract requirements.
  • Support workforce planning, incumbent retention, recruiting, onboarding, credentialing, security processing, training, and deployment readiness.

  • Experience managing contract performance, operations, budgets, schedules, risks, quality, staffing, and customer relationships.
  • Demonstrated ability to lead cross-functional teams and integrate operational and enterprise support functions.
  • Strong knowledge of federal contracting, program governance, performance management, and compliance requirements.
  • Excellent leadership, analytical, problem-solving, decision-making, written communication, and executive stakeholder-engagement skills.
  • Proficiency with Microsoft Office applications and program reporting tools.
  • Ability to obtain and maintain the security clearance required for the position.
Preferred Skills and Qualifications
  • Masterโ€™s degree in business administration, healthcare administration, public administration, organizational leadership, or a related field.
  • Experience supporting the Department of Defense, U.S. Special Operations Command, Special Operations Forces, or another federal agency.
  • Knowledge of POTFF mission priorities and integrated human performance programs.
  • Experience leading program transitions, mobilization, incumbent capture, workforce continuity, or operational readiness initiatives.
  • Experience managing multidisciplinary teams across domestic and international locations.
  • Project Management Professional, Lean Six Sigma, or comparable program-management certification.
  • Active Department of Defense Secret or higher-level security clearance.

Work is performed in a fast-paced, mission-focused environment supporting geographically dispersed domestic and international operations.
