The United States Department of Agriculture Office of Inspector General (OIG) is awarding a call off a Facilities Support BPA that will provide professional facilities support services necessary to develop, manage, and execute a national strategy for space planning, real property management, and facilities engineering in support of federal facilities infrastructure and capital acquisition requirements.


Essential Duties and Responsibilities:

The primary responsibilities of the position will include but are not limited to:


  • Manage the development of space planning solutions that address current and projected space resource needs across office, special space, computer forensics laboratory, and controlled access environments, including evidence and weapons storage.
  • Conduct comprehensive assessments of existing space utilization, functional requirements, and future mission needs.
  • Develop space planning & utilization studies and solutions, including conceptual layouts, adjacency diagrams, blocking and stacking plans, and space allocation strategies.
  • Support the development of design requirements necessary for facilities infrastructure capital acquisitions.
  • Coordinate with stakeholders to validate requirements and ensure alignment with agency mission and federal space standards.
  • Prepare reports, briefings, and documentation supporting policy compliance, implementation progress, and program evaluation.
  • Maintain program level oversight of space management activities, ensuring consistency across multiple locations, live updated employee assignments, and accurate data reporting in Departmental and other systems.
  • Provide subject-matter expertise in federal space planning policy, standards, and reporting requirements.
Requirements:
  • Ten years of demonstrated facility experience with managing the development of comprehensive space planning solutions to address space resource needs. Validated through resume or past performance
  • Five years of demonstrated ability to manage a federal facility space management program, including policy, implementation, reporting, and evaluation.
  • Five years of demonstrated ability to manage the development of space planning solutions that address current and projected space resource needs across general office, special space (space designed to accommodate surveillance equipment, law enforcement training equipment, interview rooms, and other mission needs for oversight and investigative work), computer forensics laboratory, and controlled access environments, including evidence and weapons storage.
  • Five years demonstrated experience using space planning tools such as AutoCAD or other CAD/BIM tools, Archibus, and PowerBI.
  • Five years of demonstrated experience building or managing the creation of dashboards for space utilization, inventory accuracy, and performance metrics.
  • Three (3) yearsโ€™ experience with GSA space management tools, such as eRETA, OASIS, ROW, or similar.
  • Ability to read, write, speak, and understand English fluently.
  • Shall be citizens of the U.S.
  • Possess computer skills to include a basic knowledge sufficient to complete internet searches and prepare/edit documents utilizing word processing or spreadsheet applications.

Location: Temple, TX with travel Nationwide to OIG facilities as needed to perform work under this contract
