Job description

The NoMa BID seeks a collaborative, energetic Public Space Manager to oversee the programs and stakeholder partnerships that impact the public space in the NoMa neighborhood. The rapid growth of NoMa's public spaces and the ambitious agendas of the NoMa BID and NoMa Parks Foundation require a creative and nimble approach to the strategy and implementation of our public space work.
The Manager will be responsible for implementing NoMa BIDโ€™s public space and public safety strategies and maintaining the BIDโ€™s awareness of and implementing improvements to a wide variety of public space infrastructure.
The Public Space Manager acts as a liaison between the private properties/businesses in the BID, appropriate local/federal government agencies, and other entities that are cooperating to make public infrastructure, public safety, and community improvements.
The position will be in-person, including travel to projects within the BID and the District of Columbiaโ€”with a limited number of responsibilities performed virtually. Most working hours will be spent working in the BID and will be related to outdoor activities (70%), with a small portion being in an office environment (30%). This position will require work five days a week. The schedule will include Thursday, Friday, Saturday, Sunday and one other weekday. Work on a limited number of holidays, evenings will be necessary, based on organizational needs.
Duties amp; Responsibilities
  • Build and maintain positive relationships with BID businesses, workers, residents, organizations, and stakeholders to facilitate two-way communication and engage proactively on matters related to public space and public safety.
  • Work with NoMa property owners and managers BID-wide to create and enact public space and landscaping guidelines, solve issues, share resources, and maintain accountability.
  • Recruit, organize and manage public safety stakeholders in NoMa, including businesses, government agencies, law enforcement and more. This would include managing the monthly public safety stakeholdersโ€™ meeting and quarterly property managerโ€™s social.
  • Monitor DC Metropolitan Police Department (MPD) communications and connect with key law enforcement personnel operating in NoMa to inquire about public safety information and share information with NoMa stakeholders as appropriate.
  • Work with city staff and stakeholders at DC DDOT and other agencies (via the 311 system and email correspondences) to address public safety and public space related issues in NoMa.
  • Regularly inspect and maintain an inventory of NoMa infrastructure, including but not limited to street furniture/fixtures such as trees bicycle racks, pumps/fix-it- stations, storm drains, and sidewalks. Submit requests for repairs in a timely manner and maintain a comprehensive request log.; follow-up with city agencies to ensure completion.
  • Inspect streetlights once a quarter to identify outages and verify previously submitted repairs to 311.
  • Ensure NoMa BID's neighborhood signage, banners, and infrastructure are well maintained. If necessary, take the lead in the replacement and cleaning of these banners. This would require, once properly trained, the ability to operate a scissor lift or use a large ladder that could reach city light poles that are 15-20 feet tall.
  • Represent the NoMa neighborhood and the NoMa BID at public meetings.
  • Supervise large groups of volunteers that are referred to our site by the DC Courts to complete their community service. These volunteers handle cleaning tasks and provide assistance with BID events.
  • Respond promptly to questions and concerns of BID members, property managers and business owners that are submitted to public facing email addresses and your personal inbox.
  • Other duties and responsibilities as assigned.
Experience amp; Qualifications
  • Combination of education and/or experience required:
    • EDUCATION in public administration, business administration, urban planning, or related discipline
    • PROFESSIONAL EXPERIENCE in place management, public space management, public safety operations, or related field
    • Ideal combinations are:
      • Bachelor's degree in education above AND 1-2 years professional experience above;
      • Associate's degree in education above AND 2-4 years professional experience above;
      • Bachelor's degree in unrelated discipline AND 4-6 years professional experience in above;
      • Any other education AND 6+ years professional experience above
  • Public speaking and presentation experience strongly preferred.

  • Demonstrated understanding of the issues and opportunities of a developing urban neighborhood
  • Must have a valid driverโ€™s license (CDL not required) and be able to drive company truck and light equipment which will assist with the cleaning and event related activities.
  • Demonstrated familiarity with BIDs, CIDs, and/or other place management entities.
  • Demonstrated understanding of public space operations management best practices.
  • Demonstrated knowledge of general handyman tasks.
  • Knowledge of landscaping, landscape design/architecture, horticulture .
  • Knowledge of District of Columbia city agencies, especially DDOT, DPW, MPD, and/or DCRA and DC's #311 and TOPS systems a plus.
  • Microsoft Office familiarity/skills.
  • Willingness to learn and use online database systems such as Salesforce and Trello.
Compensation
This position is full-time with a salary between the range of $70,000 - $73,000. The generous benefits package includes health insurance (with dental and vision coverage optional), life insurance, AD amp;D insurance, disability insurance, 401(k) plan with employer match, twelve paid holidays per year, paid vacation and sick leave, and more.
