Job description

Enterprise Engineering builds and operates the internal tools, platforms, and AI-powered services that enable over 1 million Amazonians to do their best work every day - from endpoint management and collaboration to innovative productivity experiences, all at massive global scale. The Enterprise Productivity team within Enterprise Engineering is responsible for driving the adoption and change management strategy for large-scale tool migrations and productivity platform transitions across the company.
We're seeking a Sr.

Program Manager, specializing in Organizational Change Management to lead high-impact, cross-functional change programs that help employees successfully adopt new tools and ways of working. This role owns the end-to-end change management lifecycle for enterprise-wide tool migrations - from building and maintaining a company-wide change network, to authoring and deploying multi-channel communications strategies, to creating the frameworks and playbooks that scale OCM across the organization. You will work closely with product management, engineering service teams, communications and marketing, and learning and development to ensure that when we change a tool or workflow for 1 million+ employees, those employees understand why, feel prepared, and adopt successfully.


The ideal candidate will possess a strong program management background with demonstrated expertise in organizational change management at scale. You must be able to thrive in an entrepreneurial environment and not be hindered by ambiguity or competing priorities. This means you are not only able to develop and drive high-level strategic initiatives, but can also roll up your sleeves, dig in, and get the job done.

You will anticipate bottlenecks, provide escalation management, anticipate and make trade-offs, and balance business needs versus technical constraints. Maturity, high judgment, negotiation skills, ability to influence, analytical talent, and leadership are essential to success in this role.
This position involves regular communication with senior management on status, risks, and change readiness.

Key job responsibilities
Cross-Functional Migration Communications:
-Own the end-to-end communications lifecycle for enterprise tool migrations: strategy development, stakeholder review, leadership approval, and multi-channel deployment
-Author and manage recurring migration communications (newsletters, awareness campaigns, T-minus countdown sends) while coordinating cross-functional cadence to prevent communication fatigue across concurrent migrations
OCM Playbook & Framework Development:
-Own the EE Communications & Change Management Playbook - the unified SOP that tells any migration or product team how to classify their change, the communications required, and the level of OCM engagement needed
-Define the change tiering model, unified intake mechanism, and RACI between OCM and Communications & Marketing; lead cross-functional tiger teams to drive alignment on shared processes
Migration Program Management:
-Serve as OCM and comms lead for multiple concurrent tool migrations (content migrations, platform deprecations, service transitions), managing dependencies, competing timelines, and escalations
-Own weekly executive status reports, partner with product PMs on messaging and segmentation, and stand up rapid-response OCM plans on compressed timelines when needed
Change Network Strategy & Management:
-Recruit, launch, and manage a company-wide Change Network of migration POCs and Change Leads across SVP organizations; recruit through Technical Advisors, EAs, and organizational leaders and maintain engagement via recurring status updates, Slack channels, and Office Hours
-Provide Change Network members with self-service resources, communication templates, and clear escalation paths; surface early signals of resistance or blockers and route to appropriate teams
Training, Enablement & Measurement:
-Partner with Learning & Development on training plans and maintain OCM wikis, Learning Hubs, and self-service resources
-Define success metrics (adoption rates, engagement, migration velocity, CSAT), own the Change Impact Report, and report outcomes to senior leadership
