Position Description
At Microsoft's Operations Service Center we have a passion for customers, partners and technology. As a member of the Cloud Services Operations team, the Technical Solutions Manager enables scalable, compliant execution of complex cloud scenarios across multiple Go-To-Market motions. The team sits within Microsoft Business Operations (MBO) and is responsible for delivering reliable, high-quality operational outcomes for Microsoft's commercial cloud business. You will be joining a fast-paced team that focuses on results, works together to solve problems, and is committed to developing people.
The Technical Solutions Manager operates at the intersection of business operations, data, and engineering, supporting emerging non-standard scenarios including AI platform partner motions. This role relies on developing deep program and progress expertise to translate complex operational, billing, and compliance requirements into durable, scalable solutions through a balanced model of hands-on solution development and close partnership with Engineering and Data Engineering teams.
The Technical Solutions Manager serves as a connector between business context and technical execution - building targeted capabilities directly where appropriate, while shaping, influencing, and accelerating engineering-delivered solutions aligned to Microsoft's broader platform strategy. The role partners with Engineering, Data Engineering, Finance, Sales, and Operations stakeholders to define clear requirements, design fit-for-purpose solutions, drive prioritization of engineering-backed capabilities, and ensure alignment with enterprise architecture, data standards, and long-term platform direction.
The Technical Solutions Manager maintains ownership of end-to-end operational solution integrity, ensuring data flows, system integrations, and workflows are reliable, governed, supportable, and optimized for scale. In addition to technical skills, this role is required to integrate solutions across the breath of 4P framework (People, Process, Policy, and Platform). This senior individual contributor role requires strong technical judgment, business acumen, the ability to influence without authority, and credibility across both business and engineering stakeholders. The ideal candidate balances hands-on solution development with strategic partnership to drive outcomes that are scalable, supportable, and aligned to Microsoft's long-term technical ecosystem.
Responsibilities
Solution Strategy, Design, and Delivery
  • Build and scale processes, capabilities, and targeted solutions that enable the future growth of strategic partnerships and complex cloud workloads.

  • Translate operational, billing, compliance, and stakeholder requirements into clear solution designs, requirements, and delivery plans.

  • Design and deliver fit-for-purpose solutions using existing Microsoft platforms, tools, workflows, and data capabilities where appropriate.

  • Partner with Engineering and Data Engineering teams to shape requirements, prioritize engineering-backed capabilities, and integrate solutions into durable platform paths.

  • Balance speed, control, supportability, and long-term platform alignment when evaluating solution options and implementation approaches.

Engineering, Data, and Platform Partnership
  • Act as the connective layer between business stakeholders and technical teams, ensuring operational scenarios are well understood and translated into actionable requirements.

  • Collaborate with Engineering, Data Engineering, Finance, Sales Operations, Compliance, and business planning stakeholders to deliver scalable, compliant outcomes.

  • Drive visibility into technical dependencies, solution tradeoffs, delivery risks, platform constraints, and operational readiness needs.

  • Support migration of repeatable or high-impact capabilities into engineering-owned systems and services for long-term maintainability where appropriate.

  • Serve as a trusted advisor on data sources, system dependencies, data flows, and operational impacts across CSO workloads.

Operational Excellence, Governance, and Controls
  • Identify opportunities to simplify, standardize, and automate high-impact CSO workflows while maintaining compliance and operational control.

  • Understand the controls that drive compliant execution and provide direction to stakeholders designing new operational models or business capabilities.

  • Ensure policies, processes, documentation, and runbooks are maintained for managed solutions and operational capabilities.

  • Assess technical debt, platform risk, data reliability, and supportability gaps, and recommend mitigation plans or durable improvements.

  • Communicate effectively across all levels, including senior stakeholders, to drive alignment, decision-making, and execution.

Service and Data Management
  • Manage operational readiness and lifecycle needs for production CSO solutions, including access, documentation, support paths, and business continuity considerations.

  • Maintain secure connections and access models for external data sources and commonly used CSO platforms such as SharePoint, Power BI workspaces, and workflow tools.

  • Partner on service management activities including risk reviews, privacy/security considerations, incident response, attestations, and compliance activities as needed.

  • Create and maintain documentation for key data sources, including content details, accuracy considerations, access paths, and known limitations.

Qualifications
Required/Minimum Qualifications
  • Master's Degree in Business, Project Management, Computer Science, Management Information Systems, Engineering, or related field AND 3+ years experience in project management, operations, or engineering OR Bachelor's Degree in Business, Project Management, Supply Chain, Computer Science, Management Information Systems, Engineering, or related field AND 4+ years experience in project management, operations, or engineering OR equivalent experience..

Preferred Qualifications
  • Experience supporting cloud billing, commerce, transaction processing, customer lifecycle, financial operations, strategic partnerships, or other complex operational environments.
  • Experience with Microsoft Azure, Power Platform, Power BI, Azure DevOps, REST APIs, SQL/KQL, Python, C#, .NET, or similar technical tools and platforms.
  • Experience working with complex data sources, system integrations, reporting pipelines, operational telemetry, or source-of-truth data management.
  • Understanding of control environments, audit readiness, access management, privacy/security reviews, incident management, or service management practices.
  • Demonstrated excellence in thought leadership, innovation, execution management, and influencing without authority.
  • Broad working knowledge of Microsoft business groups, commercial motions, support functions, channels, and stakeholder ecosystems.
  • Demonstrated judgment in balancing near-term delivery needs with long-term supportability, platform consistency, risk management, and operational governance.
  • 5+ years of experience across technical solution management, program management, business operations, systems-driven operations, cloud operations, or related roles.
  • Experience translating business and operational requirements into scalable solutions, automation, reporting, workflow improvements, or data-driven processes.
  • Experience working in cross-functional environments involving Engineering, Data, Finance, Operations, Compliance, or Sales stakeholders.
  • Familiarity with cloud platforms, data environments, workflow or automation tools, reporting platforms, or business systems; hands-on technical depth may vary by candidate background.
  • Analytical and problem-solving skills with the ability to work through ambiguity and connect business context to actionable solution outcomes.
  • Excellent written and oral communication skills with the ability to influence across technical and non-technical audiences.

Work Location details:

Technical Solution Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
