Job description

Job#: 3044207
Job Description:
The Solutions Architect is responsible for defining target-state enterprise architecture, designing end-to-end technical solutions for specific mission problems, and providing oversight across the full software development lifecycle. This resource acts as the connective tissue between enterprise strategy and tactical technical execution, advising senior leadership on emerging technologies while simultaneously guiding development teams through complex implementation challenges.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Define and maintain the enterprise target-state architecture, connecting mission context, organizational objectives, and the technology roadmap into a single, coherent blueprint that all solution and technical decisions align to.
  • Design and architect end-to-end technical solutions that address complex mission requirements, such as FMS case lifecycle workflows, and ensure alignment with enterprise architecture and program strategy.
  • Establish and govern architectural standards, reference patterns, and best practices that solution and technical architects build against across the portfolio.
  • Model, analyze, and optimize current-state and target-state business processes, using recognized notation such as BPMN, to surface capability gaps and inform the technology roadmap.
  • Apply business process management (BPM) and business process engineering techniques, including process improvement methods such as Lean or Six Sigma, to streamline FMS workflows and align process redesign with automation opportunities.
  • Collaborate with analysts, project managers, and development teams to translate mission requirements into actionable technical designs, including system diagrams, data flows, and integration specifications.
  • Conduct analysis of internal and external factors, including evolving mission requirements, the existing IT landscape, and the cArmy Google Cloud Platform IL5 hosting environment, to identify capability gaps and modernization priorities.
  • Evaluate and recommend technologies, frameworks, and tools that fit within approved enterprise standards and the cArmy Google Cloud Platform IL5 environment, including emerging capabilities such as generative AI, agent-based services and automation.
  • Advise senior leadership on how emerging technologies can be applied to create measurable mission advantage, translating complex architecture concepts into clear briefings and decision materials framed around strategic objectives and outcomes.
  • Develop multi-year technology roadmaps, sequencing initiatives to balance value delivery, risk, and resource constraints.
  • Ensure enterprise infrastructure, security controls, and data governance are designed to support new applications while preserving program integrity and meeting IL5 data residency requirements.
  • Partner with cybersecurity and authorization teams to ensure portfolio architecture supports RMF and ATO objectives, with reusable inheritance and control patterns across NIST control families.
  • Lead technical discovery sessions and requirements-gathering workshops with stakeholders, proposing the component set that together offers the best solution.
  • Provide technical oversight throughout the full software development lifecycle, from initial design through deployment and post-launch support, keeping all parties aligned and moving in the same direction.
  • Collaborate with cross-functional teams to ensure seamless integration of new solutions with existing systems and infrastructure, including authentication and data services.
  • Monitor and manage technical risk throughout delivery, ensuring solutions are scalable, secure, maintainable, and consistent with requirements.
  • Support development teams by providing clear technical direction, reviewing architecture decisions, and resolving complex technical challenges.
  • Participate in Agile ceremonies, including sprint planning, stand-ups, and retrospectives, contributing to continuous improvement within the requirements workflow.
  • Stay current with industry frameworks, government reference architectures, and emerging technology trends, evaluating their applicability to current and future programs.

Education and Experience:
  • Bachelor's degree in Computer Science, Information Systems, Systems Engineering, or a related field from an accredited college or university; or
  • 7+ years of experience in software engineering, technical architecture, or a related hands-on technical role, or a combination thereof
  • Demonstrated experience designing and governing solutions within a U.S. Government or DoD IT environment.
  • Experience as a Business Process Engineer, business process analyst, or in a comparable process-focused role, in addition to architecture experience.
  • Demonstrated experience applying BPM and business process engineering or re-engineering techniques to analyze and improve enterprise workflows.
  • Lean Six Sigma certification (Green or Black Belt) or a BPM credential such as OMG OCEB is a plus.
  • Experience working within cloud environments, preferably at an IL4/IL5 classification level.
  • Familiarity with Agile development methodologies and DevSecOps pipelines.

Required Skills and Competencies:
  • Demonstrated ability to design end-to-end technical solutions, including system diagrams, data flow models, integration specifications, and multi-year technology roadmaps.
  • Experience with cloud-native architectures, including infrastructure, security, and data services.
  • Strong knowledge of cybersecurity principles, Risk Management Framework (RMF), Authorization to Operate (ATO) processes, and NIST control families.
  • Experience integrating solutions with authentication and identity services.
  • Proficiency in business process modeling and notation (BPMN), including current-state and future-state process mapping.
  • Familiarity with BPM platforms and process improvement methodologies, and the ability to connect process redesign to automation and technology investments.
  • Ability to lead technical discovery sessions, requirements-gathering workshops, and architecture reviews with diverse stakeholder groups.
  • Proven ability to monitor and manage technical risk throughout the software development lifecycle, ensuring solutions are scalable, secure, and maintainable.
  • Strong working knowledge of Agile development practices and tools.
