POSITION SUMMARY

The Project Controls Manager will play a critical leadership role in overseeing project controls functions across Louth Callanโ€™s portfolio of utility-scale renewable energy and power infrastructure EPC projects. This position is responsible for ensuring projects are executed safely, on schedule, within budget, and aligned with company performance standards. The ideal candidate will bring strong expertise in project controls systems, cost management, scheduling, forecasting, and construction operations, with hands-on experience implementing and optimizing Trimble (HCSS) software solutions within the energy construction sector.


KEY JOB RESPONSIBILITIES

Project Controls Management

  • Lead all project controls functions, including cost management, budgeting, forecasting, scheduling, change management, risk analysis, and performance reporting for utility-scale energy projects.
  • Develop and maintain standardized project controls procedures, tools, and best practices tailored to EPC delivery for solar, battery storage (BESS), transmission, substations, and related infrastructure projects.
  • Monitor project performance through cost variance analysis, cash flow forecasting, earned value management, and KPI reporting to provide actionable insights to leadership and project teams.
  • Support project teams with schedule development, critical path analysis, and progress tracking to ensure successful project execution.
  • Assist with risk identification, contingency planning, and mitigation strategies for complex construction projects.
  • Prepare regular project status reports, dashboards, forecasts, and financial summaries for executive leadership and operations teams.
  • Build out and maintain HeavyJob for real-time field data capture,
  • production tracking, time and equipment management, and accurate job costing on large-scale energy projects.
  • Enhance HeavyBid capabilities for competitive bidding, estimating, and integration of historical data from completed solar and power infrastructure projects.
  • Formulate and implement new budget templates and detailed cost code structures optimized for Trimble, supporting earned value management, progress tracking, and seamless integration with accounting, procurement, and project management systems.


Trimble / Systems Optimization

  • Lead the implementation, configuration, and continuous improvement of Trimble (HCSS) software platforms, including HeavyJob and HeavyBid.
  • Develop and maintain detailed cost code structures, budget templates, and reporting systems to improve job costing accuracy, production tracking, and field visibility.
  • Enhance integration between estimating, field operations, accounting, procurement, and project management systems to improve operational efficiency and real-time reporting.
  • Drive initiatives that improve data accuracy, workflow consistency, and communication between field and office teams.

Collaboration & Operational Support

  • Partner closely with Project Managers, Estimators, Field Operations, Engineering, Procurement, and Finance teams to ensure alignment on budgets, schedules, resource planning, and project performance.
  • Support pre-construction activities by providing project controls input for estimating, proposal development, baseline schedules, and risk assessments.
  • Assist with change order management and contract compliance throughout the project lifecycle.
  • Ensure adherence to company policies, contractual obligations, and industry standards.

Leadership & Team Development

  • Build, mentor, and lead a high-performing project controls team focused on accountability, collaboration, and continuous improvement.
  • Help establish scalable processes and reporting standards to support Louth Callanโ€™s continued growth in the renewable energy sector.


Requirements:

REQUIRED KNOWLEDGE, EDUCATION, EXPERIENCE, SKILLS, AND ABILITIES

Qualifications

  • Bachelorโ€™s degree in Construction Management, Civil Engineering, Electrical Engineering, Business, or related field required. PMP or AACE certification preferred.
  • 8+ years of progressive experience in project controls, cost engineering, or construction controls within renewable energy, power infrastructure, or heavy civil construction industries.
  • 3+ years of leadership or supervisory experience managing project controls personnel, systems, and reporting processes.
  • Hands-on experience implementing and optimizing Trimble HeavyJob and HeavyBid platforms, including cost code development, budgeting, and reporting integration.
  • Strong understanding of EPC project delivery for utility-scale solar, battery storage, transmission, or substation projects.
  • Experience with scheduling software such as Primavera P6 and knowledge of earned value management, forecasting, and construction job costing principles.
  • Advanced proficiency in Microsoft Excel and familiarity with Power BI or similar data visualization/reporting tools.
  • Excellent analytical, communication, organizational, and leadership skills.
  • Ability to thrive in a fast-paced, growth-oriented environment while managing multiple priorities simultaneously.

Preferred Experience

  • Experience supporting utility-scale renewable energy or high-voltage infrastructure projects.
  • Familiarity with ERP/accounting system integrations and owner reporting requirements.
  • Strong process improvement mindset with the ability to enhance operational efficiency and reporting accuracy.

WORK ENVIRONMENT/JOB CONDITIONS

  • Full-time, salaried/annual role.
  • Hybrid office environment based out of Enfield, Connecticut, with travel to project sites as needed.

  • Occasional travel to active project sites, client meetings, and company offices.
