Key Responsibilities

  • 7+ years of progressively responsible IT project or program management experience, including leadership of complex enterprise applications supporting financial management, payment processing, grants management, or other high-volume transactional systems. Experience managing production operations while leading software enhancements, releases, and modernization initiatives is required.
  • Demonstrated experience managing complex enterprise financial management, payment processing, grants management, or other mission-critical transactional systems in a federal environment, including operations, modernization, compliance, and integration with financial and external partner systems.
  • Demonstrated ability to manage plans, schedules, budgets, risks, issues, scope changes, dependencies, resources, and competing stakeholder priorities.
  • Working knowledge of software development, IT service management, change control, quality assurance, release management, and production support.
  • Strong written and verbal communication skills, including experience briefing senior government or executive stakeholders.
  • Ability to work primarily onsite in Rockville, Maryland, and provide coordination outside normal business hours when major releases, emergencies, or security events require it.
  • Eligibility for a Public Trust
Preferred Qualifications
  • PMP certification and/or Six Sigma Green Belt certification or higher.
  • Federal civilian IT experience working with a COR, Contracting Officer, government leadership, and partner contractors.
  • Experience with FISMA High or comparable high-impact enterprise systems, including applicable audits and controls.
  • Experience leading an incumbent transition or operational takeover without disrupting production services.
  • Knowledge of federal lifecycle governance, Earned Value Management, IT service management, and regulated enterprise operations.
