Detailed Job Description

Under broad supervision, manages projects through the full life cycle from project definition through implementation of deliverables, creating collaborative partnerships with all internal and external team members to accomplish the goals.

Position Summary

The Enterprise Project Manager leads, coordinates, and implements projects for the Emphasys software system that supports the Housing Finance and Development Division’s database platform. The EPM will onboard the software for three teams within one division. With onboarding 60% to 70% complete, the focus is on the final implementation stage—testing and close‑out—for three modules (IM&C/Development, Compliance, and Loan Servicing). This role is expected to be extended to 12 months.

Schedule: 8 hours, starting between 7 am and 9 am and ending between 4 pm and 6 pm (with a 1‑hour lunch).

Location: Hybrid position with at least two days in office for meetings, updates, and other in‑person activities.

Essential Duties and Responsibilities
  • Lead planning, execution, and delivery of the software onboarding.
  • Develop and track a project plan, objectives, timelines, milestones, and deliverables to ensure timely completion.
  • Coordinate teams to ensure alignment with organizational goals and priorities, including internal team meetings and weekly vendor meetings (Emphasys).
  • Ensure projects comply with federal, state, and local housing finance regulations and program requirements.
  • Monitor project progress, identify risks, and implement mitigation strategies.
  • Serve as primary liaison between internal and external departments, staff, leadership, vendors, consultants, and external partners.
  • Identify opportunities to improve project delivery, efficiency, and processes.
Qualifications
  • Bachelor’s degree in a related field from an accredited college or university in Business Administration, Business Management, or a directly related field, or a combination of education and professional experience that provides the requisite knowledge, skills, and abilities.
  • An equivalent combination of knowledge, education, job or internship, training, or certifications that provide the necessary knowledge and skills to perform the job at the listed level may be substituted year‑over‑year.
  • Three or more years of experience onboarding software for an organization with proven effective results in management and delivery.
  • Three or more years of leadership experience working with a project team.
  • Proficiency in project management software and collaboration tools such as Jira.
  • Excellent organization and time‑management skills.
  • Ability to identify and resolve problems quickly.
