The Role
Researches, designs, develops, and/or modifies enterprise-wide systems and/or applications software. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. Evaluates interface between hardware and software, operational requirements, and characteristics of overall system. Documents testing and maintenance of system corrections.
We are seeking a "SOFTWARE DEVELOPMENT ANALYST 4" to serve as a key interface between the IT department and business operations, with a primary focus on MRP (Material Resource and Planning Application) and supporting systems. The Ingalls MRP system (IFS) supports all aspects of shipbuilding; from material procurement (working with Supply Chain), material flow and tracking (working with Production Control), work package creation, scheduling and budgeting (working with Planning and Industrial Engineering), and finally material consumption (working with Operations). The individual will work with the above business units to assess requests, document requirements, and collaborate with the core IT team to deliver effective solutions. As this is a senior level position he/she will be asked to lead efforts and coordinate with the team.
This role includes some software development (at least base knowledge). This is a leadership position where the individual must be able to work with and motivate a team. The individual will follow all IT department processes and procedures and help ensure smooth integration of technology solutions across functional areas.
Key Responsibilities:
• Serve as the liaison between IT and business units regarding MRP configuration, enhancements, and material-based requirements.
• Intake, assess, and document business requests (process maps, requirements, user stories, acceptance criteria).
• Partner with the IT core team to design, test (UAT), and implement solutions aligned with enterprise standards.
• Lead the group's change management process (communications, training coordination, stakeholder readiness, adoption tracking).
• Perform administrative duties related to IFS, requests, change management, and reporting.
• Conduct field visits to warehouses and storerooms (on and offsite) to understand operational workflows and constraints.
• Ensure compliance with IT policies, procedures, security standards, and governance.
• Track and report on progress, risks, and issues; escalate as needed.

Software Development Skill Set. Proficient in reading, understanding, and following existing codebases. Able to analyze program logic, trace execution flow, and identify areas for improvement or debugging. Database Design (Oracle/SQL) Skill Set. Strong understanding of relational database concepts and query languages. Skilled in writing, optimizing, and managing SQL queries in Oracle and related environments - Understand query language, know had to write and manager queries. Business Analysis & Requirements Management - translating business needs into clear functional requirements. MRP Proficiency - understanding modules tied to materials, warehousing, and supply chain workflows. Preferably with IFS MRP Application. Change Management Leadership - planning and executing communications, training, and adoption strategies. Process Mapping & Optimization - documenting current/future state processes and identifying improvements. Data & Reporting Literacy - basic data validation, KPI tracking, and report creation (Excel/Power BI). Stakeholder Engagement - building trust with operational teams and leadership; effective facilitation. Familiarity with Ingalls functional organizations and processes. Knowledge of shipyard layout and operations. Hands-on experience with an MRP system (e.g., SAP, Oracle), especially in material flow and tracking technologies, warehousing, inventory, procurement, and manufacturing processes. Exposure to change management frameworks; certification is a plus. Experience in requirements gathering, process improvement, and stakeholder management.
