Job Summary
We are seeking an experienced Project Manager to lead a large-scale software modernization initiative spanning front-end, middleware, database, testing, security, and deployment workstreams. The Project Manager owns integrated delivery performance and provides the governance, planning, communication, and risk management needed to keep technical teams and client stakeholders aligned in an Agile or hybrid Agile/Waterfall environment.
Education
Bachelor's degree in Information Technology, Engineering, Business, or a quantitative field required. Equivalent professional experience may substitute on a two-years-of-experience-for-one-year-of-education basis.
Required Experience & Qualifications
• 8+ years of progressive technical and managerial experience leading IT projects of comparable scope, size, and complexity.
• Active Project Management Professional (PMP) certification required.
• Proven experience managing Agile or hybrid Agile/Waterfall software delivery teams and multiple technical workstreams.
• Experience managing integrated schedules, cost/budget, staffing, risks/issues, dependencies, change control, and executive reporting.
• Experience supporting government, regulated-enterprise, or compliance-driven technology programs.
• Working familiarity with enterprise architecture governance, SDLC controls, and modernization programs involving front-end, services, databases, testing, and DevSecOps.
Key Responsibilities
• Own overall program performance, delivery outcomes, schedule, budget, staffing, risk, issue, dependency, and change management.
• Serve as the primary program-level point of contact for client leadership and coordinate communications across technical and business stakeholders.
• Develop and maintain the integrated master schedule, milestone plan, staffing plan, RAID log, decision log, and management action tracking.
• Coordinate sprint/release planning with the Scrum Master and Technical Lead while maintaining visibility into cross-team dependencies and critical-path work.
• Ensure requirements, design, development, testing, security, accessibility, deployment, and transition activities are incorporated into the delivery plan.
• Monitor delivery metrics, quality indicators, defect trends, risks, burn rates, and milestone readiness; escalate issues early with recovery actions.
• Deliver recurring status reports, executive briefings, contractual deliverables, performance reviews, and other client reporting.
• Manage staffing ramp-up, onboarding, continuity, backfill, surge capacity, and knowledge-transfer planning.
• Ensure adherence to contractual, regulatory, security, accessibility, documentation, and client governance obligations.
• Coordinate release/readiness decisions with technical, QA, security, operations, and client stakeholders; ensure unresolved risks are documented and owned.
Core Technical Skills
• Executive stakeholder management, written and verbal communication, negotiation, and issue resolution.
• Project scheduling, resource planning, budget/cost control, risk management, dependency management, and delivery metrics.
• Working knowledge of Angular/TypeScript, REST services, Java/.NET or Oracle SOA, Oracle databases, CI/CD, automated testing, and DevSecOps sufficient to manage cross-functional teams.
• Familiarity with Section 508/WCAG, FISMA/NIST-aligned delivery environments, and configuration/change-control processes.
