Position SummaryBLH Technologies is seeking an experienced Senior Technical Assistance & Program Improvement Manager to support the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF). This leadership position will design, manage, and deliver technical assistance that strengthens organizational performance, improves program outcomes, builds the capacity of state and Tribal human services programs, and supports continuous improvement in program administration.Working closely with the Senior Program Integrity & Compliance Manager, this role will transform compliance review findings into actionable technical assistance strategies, corrective action support, virtual training and resources, reference materials, peer learning opportunities, and program improvement initiatives.Work You'll Do· Lead the planning, design, and delivery of technical assistance and organizational improvement initiatives for federal human services programs.· Collaborate with compliance review teams to identify technical assistance priorities based on monitoring findings and program needs.· Develop individualized improvement plans, corrective action strategies, and capacity-building approaches for grantees.· Design and facilitate in-person and virtual training, workshops, peer learning events, and communities of practice.· Develop guidance documents, toolkits, implementation resources, webinars, and other technical assistance products.· Coordinate subject matter experts and external consultants supporting technical assistance activities.· Analyze program trends and recommend strategies that improve organizational performance, compliance, and service delivery.· Build collaborative relationships with federal clients, grantees, and stakeholders while ensuring successful contract performance.· Perform other duties as assigned to support contract objectives.QualificationsRequired· Master's degree in Public Administration, Public Policy, Public Health, Human Services, Social Work, Education, Organizational Development, Business Administration, or a related discipline.· Minimum 10 years of progressively responsible experience providing technical assistance, capacity building, organizational development, training, program improvement, or federal grant support.· Experience supporting federal or state human services programs.· Demonstrated experience designing and delivering adult learning and technical assistance initiatives.· Strong facilitation, project management, analytical, and communication skills.· Ability to travel approximately 20-30% nationwide and obtain a U.S. Government Public Trust.Preferred· Doctoral degree (Ph.D., Ed.D., DrPH, or equivalent) in a relevant discipline.· Experience supporting HHS, ACF, OFA, or other federal civilian agencies.· Experience with TANF or related human services programs, including SNAP, Child Welfare, Child Support, Medicaid, or Workforce Development.· Experience developing technical assistance strategies based on compliance reviews, organizational assessments, or performance improvement initiatives.· Professional certification such as PMP, CPTD, Prosci Change Management, or similar credential.Why BLH Technologies?At BLH Technologies, you'll have the opportunity to work alongside experienced professionals supporting mission-critical federal initiatives that improve programs serving children, families, and communities nationwide.
