Job description

The Senior Project Executive is responsible for leading the successful execution of federal projects while supporting strategic growth initiatives. Reporting to the Director of Enterprise & Emerging Markets Programs, this role combines technical project delivery with cross-functional leadership in proposal development, price estimating, and customer engagement. The ideal candidate brings deep subject matter expertise in project management, smart infrastructure, energy systems, building automation, electronic security systems and federal construction, a proven record of project success, and the ability to support new business pursuits in a capture-driven environment.
Key Responsibilities:
Project Execution:
• Lead end-to-end delivery of complex federal smart infrastructure projects with full accountability for scope, schedule, budget, risk, and quality standards.
• Serve as the day-to-day lead for assigned projects, coordinating with cross-functional teams and subcontractors to ensure compliance with contractual, technical, safety, and quality standards.
• Provide subject matter expertise in areas such as energy efficiency, utility monitoring and control systems (UMCS), supervisory control and data acquisition (SCADA), low and medium voltage distribution, microgrids, building automation, fire and electronic security throughout bid, design, implementation, and commissioning.
• Develop and manage project schedules, risk registers, budgets, forecasts, and performance reports. Escalate variances and lead recovery planning as needed.
• Maintain rigorous standards in CPAR-relevant areas, including quality, safety, and customer satisfaction.
• Drive subcontractor and vendor execution in coordination with supply chain, operations, and quality control teams.
Business Development & Capture Support:
• Proactively identify, shape, and close organic growth opportunities with existing federal customers and new customers, aligning solutions with Siemens SI capabilities.
• Partner with business development and capture teams to support pre-award efforts, including technical solutioning, price estimating, and proposal development.
• Lead or contribute to the technical writing of proposals, statements of work, execution plans, staffing narratives, and management plans.
• Collaborate on cost proposals by providing bottom-up estimates, execution strategies, and risk-informed pricing inputs.
• Participate in color team reviews (Pink, Red, Green, Gold) as a technical evaluator or proposal section lead; provide feedback to strengthen bid competitiveness and compliance.
• Represent operational delivery perspective in bid/no-bid decisions, kickoff meetings, and lessons learned sessions.
Required Qualifications:
• Minimum of 10 years of experience delivering complex federal project management, construction, infrastructure, national security, mission critical systems or energy projects.
• Demonstrated subject matter expertise in one or more of the following: smart infrastructure systems, building automation, electronic security, or UMCS including maintenance and service (M&S) and procure and install (P&I) of such solutions.
• Proven experience in leading project teams in a matrixed environment with accountability for cost, schedule, and risk.
• Experience supporting or leading federal proposal development, including technical writing and estimating.
• Familiarity with federal acquisition processes, the FAR, CPARS evaluations, and relevant codes and standards.
• Strong proficiency with Microsoft Products including Project, Word, PowerPoint, and Excel
• Attention to detail, developing, streamlining, and enforcing best practices and procedures.
Preferred:
• Successful project execution experience on large, multi-sub, multi-site (CONUS and OCONUS) maintenance and service contract(s).
• Bachelor's degree.
• Experience using Procore for project or construction management.
• Experience with generative AI to streamline workflows or repetitive tasks.
Travel:
• Willingness and able to travel up to 20% annually.
Security Clearance:
• Candidate must be a United States Citizen with the ability to obtain and maintain a U.S. Government Top Secret Security Clearance.

The pay range for this position is $133,000.00 - $170,000.00 annually with a target incentive of 15% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
