As the Commercial Parking Shuttle Operations and Maintenance Manager Term, you will perform all duties required of a Contracting Officers Technical Representative (COTR) in the oversight and management of the Public and Employee Parking Shuttle Services Contract at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).
The Commercial Parking Shuttle Operations and Maintenance Manager performs management functions with responsibility for the safe and efficient operation of public and employee parking shuttle transportation service and fleet maintenance while driving customer satisfaction. Drives strategic operational and financial decisions, ensuring efficient and effective performance.

Serves in the Office of Commercial Parking and Office of Executive Vice President and Chief Revenue Office located at the Headquarters Office Building.

GENERAL RESPONSIBILITIES

Performs all duties required of a COTR in the oversight and management of the parking shuttle operation and fleet maintenance at DCA and IAD.

Drafts solicitation documents, such as Requests for Proposals (RFPs), Invitations for Bid (IFBs), Requests for Qualifications (RFQs), contracts, and amendments.

Participates in the competitive solicitation process for concession contracts.

Negotiates or participates in the negotiation of terms and conditions for contracts with prospective contractors.

Administers contracts to ensure contractor compliance with contract deliverables and service requirements.

Analyzesand reports onfinancial and operational trends for contracts.

Monitors contract and compliance and addresses any contract compliance issues and problems with the contractor, supervisor, Contracting Officer, and senior AirportsAuthority managers, as necessary, which may include associated correspondence or follow-up action, as appropriate.

Reviews and investigates issues, as appropriate, and follows up with corrective-action directives.

Conducts research and identifies new trends and applicable concession industry standards and business practices.

Monitors parking shuttle fleet performance, maintenance oversight, and lifecycle planning.

Coordinates activities among various Airport Authority departments and industry contractors to ensure that the parking shuttle fleet meets standards for appearance, availability, and reliability.

Develops and oversees fleet maintenance programs and protocols, reviews and approves repair parts vendors and inventory stock quantities, coordinates warranty and after-sale support with vehicle Original Equipment Manufacturers (OEM) and develops and reviews replacement vehicle specifications, timing, and strategy.

Reviews and approves technician training programs, develops and reviews reporting of fleet key performance indicators (KPI) and metrics.

Supports driving strategic operational and financial decisions related to the parking shuttle fleet and operations, ensuring efficient and effective performance.

Promotes a high-performance culture that follows best practices, is customer-focused, and maintains excellent relationships in and outside the Airports Authority.

Fosters standards of ethics, integrity, and a sense of responsibility that deliver effective strategies and a commitment to service.

Provides supervision and direction to assigned staff.

Develops metrics and dashboards of KPIs to evaluate their effectiveness and ensures continuous review and improvement of the parking shuttle operations and fleet maintenance programs.

Collaborates with key executives and stakeholders in long-range operational and financial planning.

Ensures compliance and coordination with all Federal, state, and local programs as well as the Airports Authority's policies, including procurement and funding requirements.

Ensures all Airports Authority parking shuttle assets and maintenance equipment are maintained according to the manufacturer and the Airports Authority's established standards.

Develops maintenance program strategy for new battery electric parking shuttles to ensure they are readily available for integration within the Airports Authority's parking shuttle operation.

Works with parking shuttle manufacturers to identify and resolve parking shuttle failures and maintenance issues.

Works with parking shuttle parts vendors and service providers to obtain parts and service promptly to ensure all parking shuttles are available for service in a timely manner.

Oversees the development and update of the Airports Authority's parking shuttle maintenance program and procedures, and prepares written directives/policies.

Supports compliance, certification, and outreach programs.

Prepares and presents briefings to executives, airport and aviation industry groups, and others regarding the Airports Authority's parking shuttle programs.

Performs other duties as assigned or as determined on own initiative.

QUALIFICATIONS

Seven years of progressively responsible experience in fleet maintenance, or commercial transportation, shuttle operations, or related vehicle operations. An equivalent combination of education and experience may be considered.

Experience supervising fleet maintenance personnel, operational staff, contractors, or cross-functional teams and coordinating activities to support safe, efficient, and reliable operations.

Knowledge of applicable Federal Motor Carrier Safety regulations and Virginia vehicle safety laws, and industry standards governing commercial motor vehicle operations and maintenance.

Knowledge of fleet management principles, vehicle lifecycle planning, maintenance programs, vehicle specifications, and industry best practices and trends regarding fleet reliability, availability, and performance.

Ability to analyze operational, maintenance, and financial data; identify trends and operational issues; and develop recommendations to improve fleet performance, service delivery, and operational efficiency.

Ability to speak and write effectively, with emphasis on communicating parking shuttle fleet operations and maintenance, and other technical issues to nontechnical audiences.

Skill in using computers and modern office suite software, with emphasis on fleet maintenance systems/software.

PREFERRED QUALIFICATIONS

Substantive experience in airport shuttle operations, fleet maintenance, and vehicle specification and procurement.

Commercial Driver's License, Class B, with Passenger and Airbrake Endorsements.

EDUCATION

Bachelor's Degree in Transportation Management, Business Administration, or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Is subject to adverse weather conditions and exposed to dirt, grease, odors, hazardous substances, and loud noise when visiting Airport work sites. Wear protective equipment, as required.
