Duties
Help

• You will provide technical direction and quality control for electrical engineering requirements on surface ship/submarine electrical systems.
• You will provide guidance and assistance in the development of training programs to support accomplishment of non-nuclear work on surface ship and submarine electrical components.
• You will conduct engineering studies and research in support of short- and long-term engineering projects on assigned ships and submarines.
• You will conduct ship checks to support ship alterations and repairs to pertinent systems and components.
• You will liaise with production, operations, and logistics departments to resolve problems regarding work accomplishment.
• You will prepare technical work documents describing work to be performed in sufficient detail to support work operations.
• You will serve as the branch Pont of Contact for critiques, trouble reports, and technical response in the event of major incidents on an assigned ship.

• May be required to obtain a VISA dependent on the overseas country's laws/regulations.

• Work is performed in offices, at repair facilities and on ships/submarines, both pier side, dry dock and at sea.
• Work requires walking, crouching, kneeling, crawling, and hand-over-hand climbing in tanks and other
  compartments aboard ships.
• Work is performed at extreme heights and will require hand-over-hand climbing on ladders in order to reach the work location.
• The incumbent will be assigned to work in areas where certain, potentially harmful physical and chemical agents are present.

Qualifications
GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and providing electrical engineering support services for submarines; 2) Identifying, analyzing, and providing solutions/recommendations for electrical engineering problems; 3) Using best engineering practices to develop new methods and criteria where specific guidelines do not exist.
GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing engineering electrical support services for submarines; 2) Identifying and analyzing electrical engineering problems; 3) Apply a wide variety of reference materials to modify or refine guidelines to resolve difficult issues.
- OR - In lieu of the specialized experience listed above, you may qualify with the following education or combination of both education and experience (GS-11 ONLY):

• Successful completion of a Ph.D. or equivalent doctoral degree OR
• Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree OR
• A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

Education
In addition to the Qualifications requirements indicated above, Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT) or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

Work is sometimes performed in climate-controlled offices and laboratories. There is frequent exposure to adverse conditions such as found in production facilities and on ships. The incumbent will be assigned to work in areas where certain, potentially harmful physical and chemical agents are present. These agents will include, but are not limited to fumes, dust, noise, heat, ionizing and non-ionizing radiation, and chemicals. To ensure employee safety and health, the shipyard maintains personal protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protective equipment, and medical surveillance. As part of medical surveillance programs, the incumbent may be required to take medical examinations to assess his or her medical qualification for work involving these agents. Incumbent will be under pressure to produce solutions under extreme time-constraints.
Guam is designated as a medically underserved area. Military medical facilities offer space-available primary and limited specialty medical care; however, services are not guaranteed.
