Job description

Job Summary

The Mid-Level Engineer provides comprehensive Science & Technology (S&T) technical program support. The successful candidate works closely with Program Officers to drive technical excellence, formulate acquisition strategies, and manage complex defense research portfolios.

Essential Functions

  • Conceptualize technology development strategies and integrated program plans. Assist in drafting RFPs, Broad Agency Announcements (BAAs), and acquisition strategies (make/buy/hybrid). Perform cost assessments, evaluate Earned Value Management (EVM) status, and manage financial and technical execution.
  • Develop Systems Engineering strategies, monitor integrated master schedules, allocate system requirements, and incorporate risk management. Support Technical Review Action Plans and assess System Engineering Technical Reviews.
  • Evaluate S&T products, review white papers in an advisory capacity, and identify military capability gaps addressed by technical products. Works with the operational community to formulate experimental scenarios and determine timelines for transition to acquisition community
  • Coordinate responses to Requests for Information (RFIs) from Congress, OSD, DON, DARPA, and other joint offices. Draft and edit high-level communication products (white papers, PowerPoint briefings, technical report(s) for senior executive audiences
  • Organize and host conference peer reviews, and technical meetings. Utilize software tools and SharePoint to visualize S&T data and archive technical abstracts. Coordinate paperwork for human subject and animal use in research
  • Handle, store and digitally project classified material up to the TS/SCI level. Develop program protection plans, conduct OPSEC analysis, and draft updates to Security Classification Guidance

Education: Bachelor’s degree (in a relevant technical field) and ten (10) years’ Program Management or PM support experience; Masters’ Degree (in a relevant technical field) and 5+ years’ Program or PM support experience; OR PhD in a relevant technical field and 2+ years’ Program Management or PM support experience

Experience:

  • Knowledge and experience with Naval guns and gun systems, such as 5”, .50 cal, CIWS, MK150, etc.
  • Knowledge and experience with Autonomy and AI, particularly as applicable to unmanned systems and weapons
  • Understanding of the larger DoW landscape in kinetic weapon autonomy, i.e., knowing who to reach out to for partnerships, etc.
  • Experience working with the systems the following systems: Navy Marine Corps Internet (NMCI), Computerized Optimized Batch Reconciliation Application (COBRA), Program Budget Information System (PBIS), Defense Travel System (DTS)/ Joint Travel Regulations (JTR), Wide Area Workflow (WAWF), Contract Administration System (CAMIS), Standard Accounting and Reporting System (STARS), Program Budget Information System (PBIS), Earned Value Management (EVM) tools, Microsoft Access, Microsoft SharePoint and iConnect on a day-to-day basis to meet travel and budget requirements
  • Experience with government planning, forecasting, program budgeting, funding, execution monitoring and reporting against commitment, obligation, and expenditure benchmarks
  • Experience developing and executing complex programmatic tasks
  • Demonstrated ability to interface with Government and S&T contractor/grantee personnel in order to meet program manager needs
