The Licensed Sex Offender Treatment Provider (LSOTP) performs highly advanced sexual behavior treatment services and serves as a statewide subject matter resource for individuals served at state supported living centers (SSLC). Travels to assigned centers to support sexual behavior treatment. Provides consultation, training, temporary clinical service coverage and technical assistance to strengthen consistent access to LSOTP services. Provides assessment, treatment planning, individual and group treatment, relapse prevention, healthy relationship skill development, and competency restoration-related treatment activities. Uses evidence-based or evidence-informed models and adapts services to each person's cognitive functioning, communication needs, and learning style. Works with interdisciplinary teams and State Office Behavioral Health Services leadership to support risk mitigation, continuity of care, quality service delivery, workforce development, and consistent access to LSOTP services across the SSLC system. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular basis and is required to work a specific shift schedule or, at times, a rotating schedule, extended shift, or overtime in accordance with agency leave policy and performs other duties as assigned. Travels to assigned state supported living centers to provide sexual behavior treatment services, consultation, training, technical assistance and temporary clinical support based on center needs. Coordinates with State Office Behavioral Health Services leadership and center teams to prioritize assignments and maintain continuity of required LSOTP services.
Provides highly advanced clinical, therapeutic, and sexual behavior treatment services as a Licensed Sex Offender Treatment Provider (LSOTP) for individuals with intellectual and developmental disabilities, behavioral health needs, complex risk factors, or specialized treatment needs. Uses evidence-based or evidence-informed treatment models and adapts services, materials, communication, pacing, repetition, and skill practice to the cognitive functioning, learning needs, communication abilities, and responsivity factors of individuals served at SSLCs. Provides individualized treatment, risk-informed interventions, relapse prevention services, healthy relationship skill development, and treatment activities that support safety, stabilization, accountability, skill generalization, community readiness, competency restoration-related treatment needs for individuals alleged to have committed sexual offenses, and increased independence.
Reviews records, referral information, incident patterns, psychiatric information, behavioral data, treatment history, and other relevant documentation to assess treatment needs, risks, strengths, barriers, responsivity factors, and readiness for sexual behavior treatment. Completes clinical interviews, treatment screenings, assessments, case conceptualizations, and written summaries consistent with professional standards, agency requirements, applicable rules, and assigned LSOTP responsibilities.
Develops, implements, monitors, and revises individualized sexual behavior treatment plans and related therapeutic interventions using person-centered, risk-informed, and evidence-based or evidence-informed approaches. Modifies goals, interventions, teaching strategies, worksheets, group activities, and clinical expectations to align with each individual's cognitive functioning, adaptive skills, communication needs, psychiatric presentation, and ability to understand and apply treatment concepts. Identifies measurable goals, tracks treatment progress, evaluates barriers to participation, documents clinical observations, and updates recommendations based on current presentation, behavior patterns, treatment response, competency restoration-related needs, and interdisciplinary team input.
Conducts and supports specialized treatment groups, psychoeducational groups, relapse prevention sessions, healthy relationship programming, emotional regulation groups, social boundaries training, victim empathy activities, competency restoration-related treatment activities, and other skill-building interventions related to LSOTP services. Selects, develops, or adapts evidence-based or evidence-informed materials for individuals with cognitive, developmental, psychiatric, communication, or health-related needs so treatment concepts are understandable, repeated, practiced, documented, and generalized across settings.
Consults and collaborates with behavioral health, psychiatry, psychology, medical, nursing, habilitation, residential, rights, legal, and other interdisciplinary team members to integrate LSOTP recommendations into treatment plans, behavior support plans, supervision plans, community transition planning, and risk mitigation strategies. Communicates clinical impressions, treatment needs, safety concerns, barriers, and recommendations to support consistency of actions across departments and centers. Serves as a statewide clinical resource for complex sexual behavior cases, including cases involving significant risk, forensic considerations, competency restoration-related needs, community transition concerns, or barriers to local LSOTP access.
Provides TAP-IN style temporary coverage, technical assistance, and advanced consultation to centers that need LSOTP support. Assesses local service needs, supports continuity of required treatment services, assists with urgent or complex cases, identifies operational barriers, develops written recommendations, and helps center staff establish or strengthen systems that support sexual behavior treatment service delivery, documentation, monitoring, transition planning and follow-up.
Provides training, coaching, and professional development to SSLC staff on sexual behavior treatment concepts, offense cycle awareness, boundaries, supervision strategies, risk factors, trauma-informed engagement, therapeutic communication, crisis prevention, documentation expectations, and implementation of treatment recommendations. Models person-centered practices and practical strategies that help staff apply recommendations safely and consistently in residential, vocational, educational, and community settings. Supports statewide LSOTP workforce development by identifying training needs, developing or standardizing clinical resources and curricula, mentoring qualified clinical staff, and, when credentialed as an LSOTP Supervisor, providing or supporting supervision for professionals pursuing LSOTP licensure in accordance with Texas Council on Sex Offender Treatment requirements.
Leads program improvement activities related to sexual behavior treatment services across assigned centers. Reviews clinical documentation, treatment plans, group records, service delivery trends, incident patterns, barriers to care, and treatment outcomes to determine service quality, compliance, and effectiveness. Develops guidance, tools, procedures, operating expectations, reports, and recommended corrective actions that improve access to appropriate sexual behavior treatment, strengthen workforce planning, promote consistency of actions, and support quality service delivery across the SSLC system.
Performs other duties as assigned. Other duties as assigned include participating in or supporting disaster response, recovery, or Continuity of Operations activation. Such participation can require an alternate shift pattern, alternate location, travel, remote work, or temporary assignment to another center to meet operational or clinical service needs.

Registrations, Licensure Requirements or Certifications:
Current licensure as a Licensed Sex Offender Treatment Provider (LSOTP) issued by the Texas Council on Sex Offender Treatment is required. LSOTP Supervisor is preferred.
Initial Screening Criteria:
Graduation from an accredited college or university with a master's or doctoral degree in psychology, social work, counseling, marriage and family therapy, or a related behavioral health field is required.
Experience providing sexual behavior treatment, relapse prevention services, risk-informed treatment, or related therapeutic services is required.
Experience adapting treatment services for people with intellectual and developmental disabilities, cognitive limitations, communication needs, mental health conditions, or autism spectrum disorder is preferred.

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aide, Medication Aide and Employee Misconduct and HHS List of Excluded Individuals/ Entities (LEIE).

All State Supported Living Center Employees are subject to Random Drug Testing.
Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Must be willing to work weekends and holidays.
