Job Summary
Under general direction, performs advanced professional and technical work in the administration, configuration, optimization, integration, and operational support of the Customer Information System (CIS), Customer Engagement Portal (CEP), and Mobile Work Management (MWM) application. This position serves as a functional systems authority responsible for maintaining production integrity, revenue-impacting configurations, and cross-platform integrations. The role bridges operational business functions and enterprise technology platforms to ensure secure, accurate, compliant, and efficient system performance.
Responsibilities
Lead and Senior CIS Applications Specialist may provide leadership, work assignments, training, and guidance to less experienced staff. May assume the duties and responsibilities of an administrator in their absence.
CIS Applications SpecialistConfigures, maintains, and optimizes CIS, CEP, and MWM application modules, workflows, interfaces, and related system parameters to ensure operational integrity, seamless integration, and effective performance across production and test environments. Troubleshoots and resolves system issues, data discrepancies, interface failures, and workflow interruptions in coordination with Customer Service Division, Information Technology, AMI, Finance, and external vendors. Conducts impact analysis, testing, and validation for system changes, upgrades, patches, and new implementations, including configuration review, integration testing, user acceptance testing, and post-implementation verification to safeguard revenue accuracy, regulatory compliance, and operational continuity. Coordinate training & develop material for staff related to the application, changes, upgrades or new implementations. Participates in cross-departmental initiatives to modernize business processes and implement technology-driven operational improvements. Completes other job duties as assigned.
Senior CIS Applications Specialist (in addition to the duties listed above)
Conducts root cause analysis on recurring production issues and system defects identifying long-term corrective actions to prevent recurrence and improve system stability. Monitors enterprise system performance and proactively identifies optimization opportunities to enhance automation, reporting accuracy, and user efficiency.
Lead CIS Applications Specialist (in addition to all duties listed above)
Establishes configuration governance standards, change management controls, and best practices while leading system upgrades, module deployments, and cross-functional initiatives. Develops and maintains comprehensive system documentation including configuration standards, change control records, process maps, and operational procedure
Knowledge, Skills, and Abilities
Proficient in Microsoft Office programs, including Word, Excel, Outlook, and PowerPoint. Knowledge of CIS Utility billing systems and data flow. Experience with both electric and water metering systems. Strong oral and written communication skills in English. Diagnosing data issues and validating large data sets. Problem Solving skills.Communicating technical insights to non-technical audiences. Scripting or automation skills using Python, SQL, or PowerShell are highly desirable. Analyze and interpret complex datasets with attention to detail. Lead and manage data-focused projects and initiatives (Senior and Lead levels). Train and mentor others (Lead level). Ability to work evenings and weekends in response to needs of the systems being supported.
Education & Experience Requirements
Bachelor's Degree in Computer Science/Information Technology, Data Analytics, Business Administration or related field and one (1) year of experience in an information technology, data analytics, and/or CIS systems are required. An equivalent combination of appropriate education and relevant experience may substitute for the minimum requirements.
Senior CIS Applications Specialist
One (1) additional year of relevant work experience is required.
Lead CIS Applications Specialist
Two (2) additional years of progressively responsible work experience is required.
Certificates, Licenses, Registrations
Requires a valid Texas Driver License or receipt of a valid Texas Driver License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
Senior CIS Applications Specialist (in addition to requirements listed above)
Must currently possess a recognized data analysis certification such as Microsoft Certified: Power BI Data Analyst Associate, CompTIA Data+, or equivalent, and Oracle Database SQL Certified Associate or equivalent database certification.
Lead CIS Applications Specialist (in addition to all requirements listed above)
Must currently possess a recognized advanced data analytics certification such as Certified Business Analysis Professional (CBAP) or equivalent, Tableau Certified Data Analyst, or equivalent, Advanced database or data management certifications (Oracle, Microsoft, or equivalent).
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. Overall physical condition to work at floor level or on top of structures at 60 plus feet above ground is required. Must be able to manipulate loads up to 50 lbs. Must be able to work in adverse weather conditions such as extremely cold or hot temperatures.
Eligibility for Employment
In addition to any and all other qualifications required for employment stated under the Brownsville P.U.B Personnel Policies and Procedures Policy No. 39:
  • Prohibit the hiring of any person who is related to BPUB Executive Management within the third degree of Consanguinity or second degree by Affinity; and

  • Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
