This is skilled inspection work in securing compliance with construction plans and specifications. Performs technical sub-professional engineering work in inspecting such projects as sanitary sewers, water systems, water and sewer pump stations, force mains, sewage treatment facilities, and other construction jobs to ensure compliance with plans and specifications. Work is performed under the supervision of the engineering inspection supervisor or a professional engineer and reviewed through construction conferences or review of reports.

The employee's duties cover all phases of construction from groundbreaking to completion of the project. Experienced workers initiate their daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard recurring situations. Position Responsibilities / Essential Job Functions Independently inspect wastewater treatment plants and plant expansions. Inspect the installation of all water and sanitary sewer mains, water booster stations, water and sewer laterals, sewage pump stations, sewer force mains, elevated and ground storage water tanks, water, and gravity sewer mains, and various other associated appurtenances to ensure that all work is done in strict compliance with specifications and meets or exceeds state and local ordinances. Field verifies grades on sanitary sewer lines and elevation of manhole covers and water valve boxes.

Observe installation practices for all facilities. Monitor testing of such components as water and sewer mains; water and sewer laterals; manholes and water samples. Perform incidental inspections on water meter installations, fire flow, line location, availability, grinder pumps, and sewer lateral replacements.

Witness air tests and a wide variety of other standard tests used in construction. Record keeping. Track the progress of the project and maintain any field changes that have occurred.

Prepare daily and monthly reports. Inspect construction materials for the presence of approved seals and stamps; check manufacturers to determine if they are on approved lists. Check completed work for defects, breakage, or damage; participate in and assist in final inspection of projects.

Review as-built plans for accuracy and completeness before acceptance. Provide valuable as-built information on Prince William Water facilities. Inspect Prince William Water building expansion projects.

Answer complaints. Perform bond releases in regards to punch lists, call back re-inspections, and close-out of the project once it meets Prince William Water standards. Operate a Prince William Water vehicle.

May be deemed essential at any time. Perform other duties as assigned or required. Essential Skills and Experience Essential Competencies: Knowledge of the methods, materials, practices, and techniques used in the construction of sanitary sewer and water facilities; utility construction and surveying practices; computer equipment and software applications related to assignment; installation, maintenance, and repair of water and sewer mains; traffic laws, ordinances and rules involved in vehicle operation; safety precautions, procedures, practices, and regulations; English usage, spelling, and grammar.

Ability to perform inspections of larger and more complex types of projects; read and interpret engineering designs and specifications; maintain detailed inspection reports and records; understand and follow oral and written instructions; establish and maintain effective working relationships with others encountered in the work; communicate effectively orally and in writing; drive motor vehicles observing legal and defensive driving practices; follow established codes, policies, and guidelines; perform work following safety regulations, guidelines, and practices; work independently in absence of supervision. Minimum Education and Work Experience: High school diploma or GED. At least three years of construction or sub-professional engineering work.

Or a combination of education and experience as described above. Required Licenses/Certifications and Other Special Requirements: Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements. Must attend training from the Virginia Department of Transportation in at least two of the following areas: asphalt, concrete, aggregate, and compaction within the first year of employment in this position.
