Job description

PURPOSE OF POSITION
As the Cooperative's engineering field representative, under direction of the Manager of Engineering, perform design, staking and coordination of all phases of line extensions and changes in the Cooperative distribution system in accordance with approved engineering practices and established policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Field Engineer is responsible for the following tasks:
  1. Plans and performs work related to overhead and underground line construction, substation construction and transmission line.
  2. Responsible for accuracy of cost estimates prepared with each individual work order and material breakdowns for construction department.
  3. Directs and assists when necessary researching of work order files for information that is necessary in the preparation of new work orders.
  4. Plans, controls, directs, performs, and is responsible for, accuracy of field work; such as measuring distances, checking poles, marking, and driving stakes and laths, use of a transit, and creation of a field copy electric sketch, and transferring all gathered data for creation of actual work order.
  5. Responsible for minor maintenance and housekeeping of engineering vehicles.
  6. Required to see that vehicles are stocked with necessary engineering supplies to carry out assigned duties.
  7. Responsible for accurately and tactfully explaining cooperative policies, procedures, and cost to all members and non-members whether orally or written.
  8. Use of computer systems for miscellaneous data entry and running of programs for engineering use.
  9. Responsible for all drafting assignments that may be assigned such as: blow-up drawings, master map drawing, line and voltage drawings, and transmission and distribution lines. Must be competent with CAD, electronic staking, and mapping.
  10. Acquires right-of-way, easements, highway permits, etc. and notarizes final easements.
  11. Insures that all work done by construction crew is clear of all other utility facilities such as water, gas, sewer, telephone, TV, septic, etc. Helps in processing of engineering records of the completed Operations Department work.
  12. Performs other duties as assigned.

MINIMUM QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.   1. High School Diploma/GED
  2. Valid Driver's License
  3. CPR certification preferred
  4. Experience or educational training in computer aided drafting, estimating, or electrical theory preferred.
  5. Previous utility experience preferred.
  6. Communication skills of the highest degree, both written and oral.
  7. Knowledge of billing rate structures, National Electric Safety Code, and technical knowledge of related electrical components preferred.

WORK CONDITIONS
Work will be performed inside and outside; with the outside work involving various weather conditions.
  1. While performing the duties of this job, the employee is regularly required to stand, walk, sit; use hands, arms, and fingers to handle, feel, or reach; climb or balance; smell, talk, and hear.
  2. Employee is frequently required to stoop, kneel, crouch, or crawl.
  3. The employee must occasionally lift and/or move more than 50 pounds.
  4. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  5. Requires face-to-face discussions with individuals
  6. Includes exposure to contaminants
  7. Requires working indoors in environmentally controlled conditions
  8. Requires working outdoors, exposed to all weather conditions

OTHER QUALIFICATIONS
  1. Must be willing and able to work extra and/or irregular hours as the needs of the job may require.
  2. Must observe all safety rules and regulations adopted by CBEC.
  3. Must attend schools and conferences as requested by the CBEC management.
  4. Must be able to travel on a limited basis. Most trips will be limited to a two hundred mile radius of Bloomington; occasional other trips in the country.
