Description IMPORTANT: SR-24 (Appointment may be made at any rate within the salary range from $6,043, SR-24D to $8,273, SR24L, per month at which appropriate qualified employees can be verified.) Performs difficult professional engineering and technical work in analyzing and evaluating the operations, equipment, and systems of the County's wastewater treatment and pumping plant facilities; conducts research on and makes recommendations for improvement of operating procedures and overall plant performance; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for providing engineering and technical support in analyzing, evaluating, and making recommendations on matters relating to the operations, equipment, and systems of wastewater treatment and pumping plant facilities. Examples of Duties The following are examples of duties

The omission of specific duty statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Analyzes and evaluates process operations, process control equipment, and systems operations of wastewater treatment and pumping plant facilities. Conducts engineering and technical projects and studies for efficient and improved plant operation and control.

Administers federal, state and County regulatory programs to ensure compliance to federal and state laws, and County ordinances. Initiates, recommends, and participates in establishing standards and policies relating to operating procedures and the inspection, testing, and maintenance of equipment in accordance with engineering principles and safety regulations. Provides support to operations and maintenance groups for continuity and reliability of process operations functions, planning, and troubleshooting.

Participates in formulating plant operating instructions. Prepares forms and compiles operating data, and makes plant performance reports requiring the application of engineering principles and practices. Participates in employee training programs.

Participates in the development of the division's annual budget. Participates in staff meetings. Operates a motor vehicle.

Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in mechanical, marine, sanitary or chemical engineering or a related field, and three years of wastewater treatment plant engineering experience or four years of engineering experience involving the design of wastewater treatment plants. License Requirement: Possession of a valid Hawaii State driver's license (Type 3). Knowledge of: hydraulic, sanitary, structural, mechanical, and electrical engineering principles and practices as they apply to wastewater treatment and disposal; methods and practices used in the treatment and disposal of wastewater; engineering mechanics, mechanics of materials, machine design, thermodynamics and hydraulics; principles and methods of conducting a variety of tests on materials and equipment; sources of engineering information; code requirements as they pertain to mechanical and electrical engineering; functions and uses of new materials and devices; principles and practices of organization, public administration, public relations and reporting.

Ability to: apply mechanical, electrical, and chemical engineering principles; interpret, apply, and modify a variety of guidelines and precedents to the solution of specific problems; review and analyze plans and specifications for a variety of buildings and structures, and for the treatment and disposal of wastewater; interpret and apply technical provisions of various codes; conduct engineering research and prepare engineering studies and reports; prepare correspondence; deal tactfully and effectively with engineers, architects, contractors, employees and the public; give and follow oral and written instructions.
